FOR YOUR INFORMATION North Dakota Department of Human Services Economic Assistance Policy Division and Medical Services No. 07 -026 Date: July 25, 2007 To: Subject: Programs: Inquiries: Effective Date: County Social Services L1HEAP Emergency Cooling Program L1HEAP Please direct inquiries to Regional Representatives Effective immediately In response to the record heat throughout the state, the Department of Human Services is immediately implementing a temporary cooling assistance program to assist low-income housholds with a verified medical need for cool air in the purchase of cooling equipment (window air conditioners and floor fans). The requirements will be as follows: . Households must be income and asset eligible according to FFY 2007 L1HEAP requirements. . Households must provide documentation of the medical need for cooling equipment from their health care professional. . Households must provide a statement that they do not possess the necessary cooling equipment. . Households meeting the above criteria, and presenting one cost estimate, will be issued a voucher by the county, to a specific vendor chosen by the client, up to a maximum of $300, including any installation costs. The voucher must be limited to window air conditioners, installation of window air conditioners, or floor fans. The state office will reimburse the county. . Households who were not receiving L1HEAP assistance in FFY 2007, but are income and asset eligible, should be assigned a status code of "13" (Air Conditioning Only) . Cooling equipment must be purchased no later than August 31,2007. . Please inform the state office of the names of the households who are given vouchers for purchasing cooling equipment. Food Stamps The voucher an individual receives is excluded based on policy at 430-05-50-30 - Income Excluded by Federal Law which states, allowances paid directly or indirectly on behalf of a household by L1HEAP are excluded. Households incurring a cooling cost are entitled to the HLSU based on policy at 430-05-55- 40. T ANF and Child Care Vendor payment to providers for cooling equipment are not considered income to a family therefore disregarded when determining benefits under these programs.. Medicaid and Healthy Steps Benefits received through the Low Income Home Energy Assistance Program are disregarded as income (510-05-85-30 and 510-07-40-30).
