<br />Memorandum <br /> <br />RECEIVED <br />JJUL 2620071 <br /> <br />To: <br />From: <br />Re: <br />Date: <br /> <br />Cass County Commission <br />Kathy Hogan <br />Emergency Air Conditioning program <br />July 26, 2007 <br /> <br />CAlI COUNlY COMMISSION <br /> <br />Yesterday, we were notified by the ND Department of Human Services that they were <br />implementing an emergency energy assistance program to allow eligible low income <br />families purchase air conditioners through the month of August. Attached is a copy of <br />the notice from DHS regarding this decision. DHS decided that this would be a voucher <br />program where we would do the eligibility for this benefit and then we would issue and <br />pay for a voucher. The Department will reimburse the county for all voucher payments. <br />Alice and Jerry have drafted the attached internal procedures. <br /> <br />A press release was issued by the Department informing the public that to apply for this <br />program they should contact the county social service agency. Both individuals and <br />agencies have contacted our agency today to apply for this benefit. Both the Home and <br />Community Based and the adult protection social work staff have been working with <br />several frail elderly individuals who have needed air conditioners. They have worked <br />with area churches to get donated air conditions. In several cases there have been <br />serious life safety concerns. <br /> <br />Currently there is not a budgeted line item for this type of program, although we have <br />budgeted both as a revenue and an expenditure $100,000 for programs that are 100% <br />funded. We are proposing that this project be funded through the 100% funded line item <br />with an estimated $30,000 in both revenue and expenses. This would fund 100 air <br />conditioners at $300 each. <br /> <br />Proposed motion: I move that the Cass County Social Service Budget be adjusted to <br />implement the emergency air conditioning program as required by the ND Department of <br />Human Services by authorizing use of the 100% funded line item. <br />
