June 16, 2022 <br />128 <br /> <br />e. Permanent plumbed restrooms shall be provided commensurate with the size of <br />park and level of use. <br />f. Active use facilities typically include a medium to large playground, regulation <br />softball, baseball, or soccer fields, basketball court, open play area, tennis courts, <br />multiuse hard court, swimming pool, multiuse pavilion and recreation center. <br />g. Passive uses typically include individual and group picnic areas and walking trails. <br />h. Trash receptacles, seating areas, picnic facilities, shading provided from vegetation <br />or structures, and shelters or gazebos shall be provided. <br />i. Bike racks shall be provided in accordance with the following requirements: <br />i. Each bicycle space shall be equipped with a device to which a bicycle frame <br />and one (1) wheel can be attached using a chain or cable. There shall be <br />adequate separation between adjacent devices to allow bicycles to be <br />attached or removed without moving other bicycles. The devices shall also <br />be suitable for use by bicycles not equipped with kickstands and the <br />appearance of the device shall be generally consistent with nearby urban <br />design and architectural features. <br />ii. Bicycle parking spaces shall be convenient to the structure for which they <br />are provided. They shall be visible from at least one (1) entrance to the <br />structure and shall be provided with lighting. <br />iii. Bicycle parking devices shall permit at least two (2) feet of free space <br />between any bicycle attached to the device and the edge of the curb or <br />sidewalk. For areas where motor vehicles are permitted to park overhanging <br />the curb or sidewalk, the distance shall be increased to four (4) feet. For <br />roads involving no curb or sidewalk, the minimum clearance shall be three <br />(3) feet between any bicycle attached to a parking device and the outside <br />edge of the roadway shoulder. <br />5. Open space areas are used to preserve open land, sensitive natural areas and rural <br />community character that would be lost under conventional development. This would <br />preferably allow smaller compact neighborhood residential development utilizing a shared <br />open space setting. Open space typically preserves open land, including those areas <br />containing unique and sensitive natural features such as woodlands, steep slopes, streams, <br />floodplains and wetlands, by setting them aside from development and are typically owned <br />and maintained by a homeowners’ association. Landscaping provided to meet the street <br />tree or parking lot landscaping standards of this Ordinance shall not be counted towards <br />meeting a subdivision’s open space landscaping requirements. <br />a. Open space may preserve scenic views. <br />b. Open space may provide direct visual access to open land with amenities in the <br />form of neighborhood open space and with a strong neighborhood identity. <br />c. Open space may create new woodlands and vegetation areas through reforestation <br />and replanting of natural species to encourage the preservation and improvement <br />of habitat for various forms of wildlife as well as provide a visually aesthetic area. <br />d. Pedestrian and bicycle path connections to and within the open space may be <br />required.
