Trash receptacles, seating areas, picnic facilities, shading provided from vegetation <br />or structures, and shelters or gazebos shall be provided. <br />h. Bike racks shall be provided in accordance with the following requirements: <br />i. Each bicycle space shall be equipped with a device to which a bicycle frame <br />and one (1) wheel can be attached using a chain or cable. There shall be <br />adequate separation between adjacent devices to allow bicycles to be <br />attached or removed without moving other bicycles. The devices shall also <br />be suitable for use by bicycles not equipped with kickstands and the <br />appearance of the device shall be generally consistent with nearby urban <br />design and architectural features. <br />ii. Bicycle parking spaces shall be convenient to the structure for which they <br />are provided. They shall be visible from at least one (1) entrance to the <br />structure and shall be provided with lighting. <br />iii. Bicycle parking devices shall permit at least two (2) feet of free space <br />between any bicycle attached to the device and the edge of the curb or <br />sidewalk. For areas where motor vehicles are permitted to park overhanging <br />the curb or sidewalk, the distance shall be increased to four (4) feet. For <br />roads involving no curb or sidewalk, the minimum clearance shall be three <br />(3) feet between any bicycle attached to a parking device and the outside <br />edge of the roadway shoulder. <br />i. Lighting for playing fields and tennis courts may be provided, when warranted and if <br />there is sufficient buffer from surrounding residential neighborhoods. <br />j. Active use facilities typically include a medium to large playground, regulation <br />softball, baseball, or soccer fields, basketball court, open play area, tennis courts, <br />multiuse hard court, swimming pool. <br />k. Passive uses typically include individual and group picnic areas and walking trails. <br />4. Regional parks are community signature parks by virtue of their size, location, unique nature <br />resources or settings, or facilities. These parks typically provide active and passive <br />recreational facilities and typically range in size from eighty (80) to one hundred and fifty <br />(150) acres and serve as a regional attraction. <br />a. The sites adaptability for recreational development should play a major role in its <br />selection with an emphasis on sites with close proximity to residents while <br />minimizing impacts on adjacent neighborhoods. Natural features such as large trees <br />and drainage ways should be preserved. <br />b. Site should be serviced by arterial and collector streets and easily accessible via <br />interconnecting trails. <br />c. These parks are typically developed for both active and passive uses and <br />accommodate cultural, educational, or interpretative facilities and may provide <br />“one of a kind” facilities for the area. <br />d. Off street parking commensurate with site size and level of use and distributed <br />among one or more parking lots serviced by internal roads.
