Multiuse active areas, playgrounds, multiuse hard court will typically meet the <br />active needs of the park, while gathering areas and walking paths will typically meet <br />the passive needs of the park. <br />f. Picnic facilities, seating areas and trash receptacles shall be provided. <br />g. Bike racks shall be provided in accordance with the following requirements: <br />i. Each bicycle space shall be equipped with a device to which a bicycle frame <br />and one (1) wheel can be attached using a chain or cable. There shall be <br />adequate separation between adjacent devices to allow bicycles to be <br />attached or removed without moving other bicycles. The devices shall also <br />be suitable for use by bicycles not equipped with kickstands and the <br />appearance of the device shall be generally consistent with nearby urban <br />design and architectural features. <br />ii. Bicycle parking spaces shall be convenient to the structure for which they <br />are provided. They shall be visible from at least one (1) entrance to the <br />structure and shall be provided with lighting. <br />iii. Bicycle parking devices shall permit at least two (2) feet of free space <br />between any bicycle attached to the device and the edge of the curb or <br />sidewalk. For areas where motor vehicles are permitted to park overhanging <br />the curb or sidewalk, the distance shall be increased to four (4) feet. For <br />roads involving no curb or sidewalk, the minimum clearance shall be three <br />(3) feet between any bicycle attached to a parking device and the outside <br />edge of the roadway shoulder. <br />h. Shade shall be provided with a combination of landscaping or structures. <br />i. Parking and portable restrooms provided responsive to size and level of use. <br />3. Community parks are large in size and serve a broader purpose than neighborhood parks. <br />Their focus is on meeting the recreational needs of several neighborhoods or large sections <br />of the community. These parks are developed for both passive and active recreation <br />activities. These parks serve an area approximately four (4) or five (5) square miles and one <br />(1) to (2) miles for smaller community parks, covering an area typically ranging from twenty <br />(20) to eighty (80) acres. <br />a. The site may include recreational facilities such as programmed athletic facilities, <br />swimming pools and recreation centers. Between twenty five (25) and fifty (50) <br />percent should be planned as undeveloped green space for informal play and <br />natural aesthetics. <br />b. The sites adaptability for recreational development should play a major role in its <br />selection, with an emphasis on sites located in close proximity to residents while <br />minimizing impacts on adjacent neighborhoods. <br />c. If located on the site, natural features such as large trees and drainage ways should <br />be preserved. <br />d. The site should be serviced by arterial and collector streets and accessible via <br />interconnecting trails. <br />e. Off street parking should be provided commensurate with anticipated level of use <br />and size of site.
