<br />2007 COPS Secure Our Schools Grant Application <br />COPS-SOS-2007-1 <br /> <br />PROJECT DESCRIPTION (NARRATIVE) <br /> <br />A. ASSESSMENT OF EXISTING PROBLEM(S) <br /> <br />Recent events illustrate the need for increased safety measures in Cass County Rural Schools: <br /> <br />· In April 2006, a student pulled a knife on another student out of anger and placed that <br />student in a headlock and told student he was going to slit his throat. This student also <br />stated that he would have brought a gun to school, but he could not get his father's gun <br />box unlocked. Both boys were 13 years of age. <br />· In October 2005, a Cass County rural school found a bomb threat written ( n the <br />bathroom wall on the second floor of the school. This caused great deal 0 fear for the <br />students and staff as well as the eight communities that this school service . This <br />school is equipped with cameras and a student was charged in the incident <br />· The close proximity of Red Lake, MN; where in March 2005, ten were kil ed and seven <br />were wounded in a school shooting, brought the issue to heightened schoo safety to the <br />forefront in Cass County Rural Schools. Of the seven wounded, two were flown to a <br />Fargo hospital. Fargo is the county seat of Cass County. <br />· The day-to-day security issues that arise include students bringing weapon s, illegal <br />narcotics, trespassing incidents and/or violent situations that develop. On 1 number of <br />occasions, school staff, school resource officer and deputies have removec illegal <br />weapons and contraband from students or their lockers within the school. These <br />reasons dictate why funding is needed to improve the security systems on day-to-day <br />basis. <br />· Five of the eight county schools currently have no type of video, security ystem or <br />intercoms in their schools.
