<br />Commission Minutes-July 2,2007 3222 <br /> <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Vanyo seconded to authorize the chairman <br />and county auditor to sign the following resolutions regarding Street <br />Improvement District No. 2007-1 for Granberg's and Amber Plains <br />Subdivisions: RESOLUTION #2007-13 CREATING STREET <br />IMPROVEMENT DISTRICT NO. 2007-1 OF THE COUNTY OF CASS, <br />NORTH DAKOTA; RESOLUTION #2007-14 DIRECTING ENGINEER TO <br />PREPARE REPORT; RESOLUTION #2007-15 APPROVING ENGINEER'S <br />REPORT; AND RESOLUTION #2007-16 DIRECTING AUDITOR TO <br />ADVERTISE FOR BIDS. On roll call vote, the motion carried <br />unanimously. <br /> <br />8. VECTOR CONTROL, Update provided bv director <br />Angela Balint, Vector Control Director, was present and provided an update on the vector <br />control season. The area has received 13.08 inches of rainfall, which is 7 inches over the <br />average for this time of year. Vector control crews have treated over 14,000 acres with <br />larvacide chemicals. She discussed trap counts and said the peak occurred June 27th, with <br />an average of 202 mosquitoes per trap in the metropolitan area. Aerial spraying and ground <br />spraying were completed last week. She said the majority of labor hours have been spent <br />in the metropolitan area because the focus is on public health as compared to nuisance <br />mosquito control. Traps in the rural area are averaging 480 mosquitoes. Many of the small <br />communities contract with vector control for ground spraying. <br /> <br />Ms. Balint said the first human case of the West Nile Virus in North Dakota was reported in <br />Cass County last week. She anticipates additional cases throughout the season due to the <br />high number of disease carrying mosquitoes present in traps. She noted other vector <br />programs in North Dakota and neighboring states have also seen increased populations of <br />vector mosquitoes. <br /> <br />Ms. Balint said vector control employees are involved in public education through attending <br />numerous events and being present at different locations throughout the community to <br />inform the public about services provided by the county, encourage use of repellents, and <br />teach homeowners how to keep themselves safe. <br /> <br />9. VECTOR CONTROL, Purchase order for eQuipment approved <br />Ms. Balint submitted a request to purchase an additional backpack fogger/applicator. <br />Their department currently has one that has worked well in wooded areas along the river <br />where a vehicle does not reach. If approved, vector crews will use one in the metropolitan <br />area and the other in the rural area. This is a non-budgeted item; however, she anticipates <br />additional revenue from contracted spraying will cover the cost of the equipment. <br /> <br />Mr. Vanyo commended Ms. Balint for her work this season and supports her request. <br />MOTION, passed <br />Mr. Vanyo moved and Mrs. Sorum seconded to authorize the chairman to <br />sign a purchase order to Aire-Mate, Inc. in the amount of $1,635 for an <br />additional Dyna-Fog Twister XL backpack fogger for the Vector Control <br />department with the cost to be offset by additional revenue collected from <br />contracted spraying. On roll call vote, the motion carried unanimously. <br />
