<br />Commission Minutes-July 2, 2007 3221 <br /> <br />(CAD/RMS); authorize Glenn Ellingsberg from the Sheriff's Department to <br />act as the Authorized Organization Representative (AOR); and file any <br />electronic filings which may be required for the grant application and during <br />the grant period on the county's behalf. <br />d. Contract approval: <br />- City of Gardner-vector control spraying contract; <br />Dakota Underground-Cass County 23 highway construction for ethanol <br />plant; <br />- Sellin Brothers-Cass County 26 grading and widening to Perley bridge <br />approach; <br />Dakota Underground-Cass County Highway Department shop <br />pavement project; <br />- Tharaldson Ethanol-agreement to formalize funding arrangements for <br />highway improvements associated with the new ethanol plant near <br />Casselton. <br />e. Ratify Social Service Board action that Cass County Social Services will <br />formally notify the North Dakota Department of Human Services that <br />effective October 1, 2007, the county will no longer provide courtesy <br />foster care case management services for children in the legal custody <br />of North Dakota Department of Human Services. <br />f. Ratify Social Service Board action to hire a temporary social worker for <br />up to 380 hours from July 1,2007, to October 1,2007. (This will modify <br />the budget by $8,300 in the temporary salary line item.) <br /> <br />6. RESOLUTION #2007-12, MIDA Bond final approval for Hospice of the Red River Vallev <br />Attorney James Stewart was present for the final adoption of the MIDA Bond application for <br />Hospice of the Red River Valley Project, in an amount not to exceed $2,600,000 for the <br />purpose of financing the acquisition of an office building located at 1701 38th Street South in <br />Fargo. A public hearing on the application was held February 5, 2007. Steve Slabik, <br />Hospice Director of Finance, was also present. <br />MOTION, passed <br />Mr. Vanyo moved and Mrs. Sorum seconded to adopt a Resolution <br />Approving the Issuance of Mortgage Revenue Bonds (Hospice of the Red <br />River Valley Project) Series 2007. On roll call vote, the motion carried <br />unanimously. <br /> <br />7. RESOLUTION #2007-13,14,15,16, Street Improvement District No. 2007-1 <br />Keith Berndt, County Engineer, was present to discuss a request he received from a group <br />of residents who live in Granberg's and Amber Plains Subdivisions to create a special <br />assessment district to pave the streets within these subdivisions. Houston Engineering <br />prepared plans and specifications in accordance with the county's special assessment <br />policy. He said petition signatures of the residents were collected with 70% of homeowners <br />in favor of the project. He said the item will be scheduled for final approval at the first or <br />second meeting in August after bid results have been received. <br /> <br />Mr. Bennett said a historic cemetery maintained by the Knights of Columbus is located <br />along Highway 81, and he is concerned about digging in the vicinity. Mr. Berndt is aware of <br />the cemetery and is sensitive to the concerns. He said minimal disturbance will be done to <br />this area during construction. <br />
