vendors have realized this, and have now made these capabilities core part of their

applications, providing seamless wireless access to information once held only on

mainframes or paper.

· This program would support Global Positioning Systems (GPS) and Automated Vehicle

Location (A VL) that were once relegated to only the military due to cost and security and

now have become commonplace off the shelf consumer technology. The substantial

reduction in cost per unit has ereated enormous advantages in dispatch and mapping. This

technology now allows not just shortest-path routing for CAD operators, but also allows

for officer-to-officer location ill which enables backup unit locations and squad on squad

accident avoidance. Many EAPs recognize the value of this capability and have built it

into their core product, and others have developed synergy partnerships to provide it.

· The aspect of intra-departmental efficiency has also changed. Most EAPs have either a

fully integrated suite of modules, or have provided seamless synergy partners

(CAD/Mobile/RMS/JMS) driven by the newly available architectures. This allows single

entry data capture, where initial data is gathered from ALV9-1-1 call, is converted to a

dispatch message and sent by wireless modems, which in turn is automatically utilized in

an incident/ field report. The field report data is subsequently sent wirelessly, built upon

and coded for records and investigation purposes, which then is followed by the

transmittal or availability of this information to the downstream "customers", such as

prosecutors, courts, state and other entities.

· Many other new capabilities have become available such as voice recognition, automated

ticket-writing, card swipe readers and bio-metric user identification that have also created

40f7
