Red River Inlet at 76th Avenue South
Keith Berndt told the Board that his neighbors in the Maple Prairie Subdivision
are confused about the letter that was sent out regarding the Red River Inlet at
76th Avenue South, He said there is no formal association in the subdivision. so
they need assistance with setting up a meeting to discuss the matter.

Mr. Berndt suggested rip-rapping the existing swails rather than constructing a
new ditch through the Cass County flood lots to avoid cutting up the lot and
removing trees in that area. He said the county may be able to do the rip-rap
work with the understanding that there would be a cap on the amount of funding
assistance provided by the Water Resource District. He presented pictures of
another rip-rap project done in the same area by the county,

The Board asked if the property owners are interested in making improvements
in the subdivision to bring their drainage to the proposed inlet into the Red River.
Me Berndt believes it would be hard to support another assessment district until
they know what the cost of the Fargo Southside Flood Control Project is going to
be, He said something could be done to take care of the immediate river bank
issue and the other improvements could be delayed until more is known about
the Fargo Southside Flood Control Project.

Mr, Volk said one resident in Chrisan claims the riverbank is unstable because of
the rip-rap installed by the county. He said he is not sure if he agrees with that or
not Mr. Engels added that rip-rap will only solve an erosion Issue,

Mr. Volk said the outlet needs to be reinforced and there is an opportunity to get
a stable outlet with the proposed plan. Me Volk will work with Mr. Berndt to
schedule a meeting with residents of Chrisan and Maple Prairie to discuss the
options available.
