He reviewed various
alternatives.

The county received approval from FEMA for construction of the project through
county flood lots. Keith Berndt, Cass County Engineer, has expressed some
opposition about constructing an open ditch through the flood lots, The county
has planted trees on the lots and the area is viewed by some residents as park
land.

Mr. Wirries informed the Board that the Section 10 permit from the Corps of
Engineers expires this year, so he will request an extension.

Manager Thelen said the Board pledged to provide cost share on Alternate 1,
which is the least expensive. If the Maple Prairie and Granberg Subdivisions are
not interested in making improvements to drain their water to the proposed inlet,
he does not believe the Board should expend those funds if it only helps a few
property owners.

It was moved by Manager Thelen and seconded by Manager Brodshaug to send
a letter to residents of Chrisan, Maple Prairie and Granberg Subdivisions stating
the following:
. The Water Resource District is willing to pay the cost to construct
Alternate 1 for the Red River Inlet at 76th Avenue South, which is
estimated to cost $125,000,
. Any additional construction costs for alternative east-west drainage
improvements or to construct drainage improvements from the Maple
Prairie or Granberg areas to the new Red River inlet would be the
responsibility of those subdivisions.
. If no input is received by December 1,2006, the project will be dropped by
the Water Resource District and any future erosion or drainage
improvements necessary in this area will not be cost shared by the Water
Resource District.
Upon roll call vote, the motion carried unanimously.
