Approve a special event permit for alcoholic beverage sales by The
Knickerbocker Liquor Locker at an outdoor parking lot dance at The
Knickerbocker Liquor Locker in Hickson, North Dakota, on the evenings
of June 29 and June 30, 2007.
i. Contract approval:
Wenck Associates, Inc.-updated emergency response services
agreement;
Central Specialties-Cass County Highway 26 bituminous overlay.

6. VETERANS SERVICE, Update provided on World War II Honor Fliaht
Jim Brent, Veterans Service Officer, and Bob Hanson, Commissioner of the State of
North Dakota Veterans Affairs, were present to update the board on the World War II
Honor Flight. Mr. Brent felt the trip was a success with 103 veterans traveling to
Washington, D.C. earlier this month. Additional trips are planned for September and
October.

Mr. Hanson said his father attended the event and he thanked Mr. Brent and WDA Y
(radio and television) for the wonderful experience provided to the veterans.

7. DISTRICT COURT, Reauest for additional space
East Central Judicial District Judge Doug Herman was present to discuss the need for
additional space for jury assembly on Tuesday mornings. He said with the current situation
on the third floor, the possibility exists of jurors being tainted because of close proximity with
attorneys and witnesses, who wait in the same area as jurors. He discussed use of the
commission room, the second floor storage room or the cafeteria as options for a jury
assembly space. The court would need the space on about 45 Tuesdays per year.

Mr. Wagner asked about the disruptions to offices located near the commission room.
Judge Herman said they would try to keep the disruptions to a minimum and said a formal
decision on their request does not need to be made today.

Mr. Bennett said the county is in the process of planning an addition to the Courthouse and
in the meantime, he recommends the board allow the court to use the commission room for
jury assemblies. Mrs. Sorum served as a juror last year and experienced the situation
firsthand; she feels the county needs to help with the situation. Mr. Vanyo suggested
consideration be given to specific dates and times for the use of the commission room as he
understands this is temporary until a new building is constructed.
MOTION, passed
Mr. Pawluk moved and Mr. Bennett seconded to direct the County
Administrator and the Court Administrator to develop a tentative gO-day
schedule for use of the commission room from June through August for
jury assembly and that the schedule work for both parties. Discussion:
Mrs. Sorum suggested the second floor storage room also be considered
and used in conjunction with the commission room. Gene Gartner, Cass
County Buildings and Grounds, said the court has a file room next to the
storage area and questioned whether the files may be stored
electronically or housed at Record Keepers, an off-site file storage
facility, and then the court may use the space for jurors.
