":'; ,-' <br />..,.w'''' : <br /> <br />DATE: <br /> <br />April 16, 2007 <br /> <br />SUBJECT: Cass 17 improvements right of way, <br /> <br />I'm writing to provide additional information to supplement and amend <br />the recommendations made on my April 5, 2007 memo regarding the <br />contract work for right of way acquisition on Cass 17. I'm going to revise <br />my recommendation to suggest that the Commission take no action on the <br />contract amendment at this time, I would like to complete a larger portion <br />of the work with our in-house staff to save on consulting costs. If it is still <br />necessary to significantly exceed the previously approved contract <br />amount, I will place the matter on a future agenda. I would still like to <br />provide an update on the project and hear any comments you have. <br /> <br />The project is a 6 mile project extending from 52nd A venue South to Cass <br />16. In the bullets below I've listed some considerations applied in <br />deciding on right of way issues for this project <br /> <br />I. The project we are planning for 2008 is an interim project. <br />2. Ultimately it is expected that a 4 lane section wiU be required from <br />Wall Avenue to 52nd Avenue as was identified in the 2002 corridor <br />study. <br />3. When parcels are platted, it has been our practice to require the <br />developer to dedicate the highway right of way at no cost and this <br />practice should continue. Therefore there will be opportunity to <br />get right of way in un-platted areas in the future at no cost. <br />4. Acquisition of right of way in platted areas will not get easier or <br />less expensive with time, so we should purchase sufficient right of <br />way now for the current project and future 4 lane project. <br />5. In the older part of Horace, which extends from the 4-way stop <br />south about Y2 mile. it would be prohibitively expensive to acquire <br />right of way and widen the road at this time due to existing <br />structures. The improvements for this segment should be designed <br />to fit within the existing right of way. <br />
