Those areas should be lookcd at on a case by <br />case basis considering both short and long term requirements. <br />7. The interim project should be designed to fit within the existing <br />right of way if practical in un-platted areas with the expectation <br />that future right of way needs will be dedicatcd at the time of <br />platting, <br /> <br />When the County first entered into a contract with SRF consulting, we wcrc planning on <br />completing thc project in 2007 so it was on a very fast track. For this reason, I believed <br />we would not have the staff time to acquire the right of way necessary in time to allow <br />for 2007 construction so I included that work on SRF's contract. Now that the project <br />will be built in 2008, I believe our county staffincluding myself could take on much of <br />the right of way acquisition work in-housc. I don't in any way intend to suggest that <br />SRF's not to exceed proposal amount is unreasonable, I do believc the 2171 hours <br />estimated to complete the right of way work is a reasonable estimate of the number of <br />hours required regardless of who does it. <br /> <br />SRF's proposal also includes subcontracted appraisal services. The proposal included <br />using RM Hoefs and Associates at a cost of$140AOO. I've asked SRF to solicit other <br />proposals for the right of way appraisals.
