If it is still
necessary to signit1cantly exceed the previously approved contract
amount, I will place the matter on a future agenda. I would stitt like to
provide an update on the project and hear any comments you have.

The project is a 6 mile project extending from 52nd A venue South to Cass
16. In the bullets below I've listed some considerations applied in
deciding on right of way issues for this project.

1. 'fhe project we are planning for 2008 is an interim project.
2. Ultimately it is expected that a 4 lane section will be required from
Wall Avenue to 52nd Avenue as was identified in the 2002 corridor
study.
3. When parcels arc platted, it has been our practice to require the
developer to dedicate the highway right of way at no cost and this
practice should continue. Thercf<'lre there will he opportunity to
get right of way in un-platted areas in the future at no cost.
4. Acquisition of right of way in platted areas will not get easier or
less expensive with time, so we should purchase suflicicnt right of
way now for the current project and future 4 lane project.
5. In the older part of Horace, which extends from the 4-way stop
south about Y2 mile. it would be prohibitively expensive to acquire
right of way and widen the road at this time due to existing
structures. The improvements for this segment should be designed
to tit within the existing right of way.
