<br />Commission Minutes-April 2, 2007 3192 <br /> <br />Barry Nelson, Director of the Moorhead Healthy Community, said the goal of the <br />program is to build a healthy youth community. He said Fargo, West Fargo and United <br />Way, as well as private individuals, have contributed to the project financially. <br /> <br />Mr. Vanyo asked how funds that have been raised will be spent to meet the objectives <br />of the program. Dr. Flowers said the money will be spent to conduct a survey of area <br />youth and focus on strengths and weaknesses in relation to 40 developmental assets <br />that protect youth from high risk behaviors. <br /> <br />Mr. Wagner said the county has limited revenue resources available. The county <br />auditor said the commission budget includes a $10,000 contingency fund for <br />unbudgeted items. Kathy Hogan, Social Services Director, said her budget includes <br />$1,000 that is undesignated in the sponsorship fund. <br /> <br />Mr. Pawluk supports any type of work that will decrease the number of individuals going <br />through the court system and to jail. Mr. Vanyo supports the program but discussed his <br />concerns with the pending legislation that will cap local governments and how these <br />types of programs may suffer in the future. <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Pawluk seconded to appoint Sheriff Paul <br />Laney as Cass County's representative on the Healthy Communities <br />Partnership steering committee and to provide a financial <br />contribution toward the project in the amount of $5,000 and use <br />$1,000 from the Social Services sponsorship fund and $4,000 from <br />the Commission contingency fund. On roll call vote, the motion <br />carried unanimously. <br /> <br />10. ROAD DEPARTMENT, Grant application for Harwood pedestrian and bicycle <br />crossin" approved <br />Mr. Berndt said the current highway bill includes a grant program called Safe Routes to <br />School Program through the North Dakota Department of Transportation. The City of <br />Harwood approached the Metropolitan Council of Governments and Cass County about <br />concerns with pedestrians crossing the 1-29 bridge along Cass County Highway 22. A <br />large portion of the residents live west of 1-29 and the elementary school is east of the <br />interstate. The program is 100% grant funded for construction costs, but recipients are <br />responsible for planning, design and administrative expenses. <br /> <br />He recommends the county apply for a grant to construct a multi-use paved path <br />adjacent to Highway 22 and improvements to the interstate overpass bridge, with the <br />condition that Harwood pay 50% of the local costs and Cass County pay 50% of the <br />local costs, not to exceed $20,000. The total project cost is estimated at $370,000. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Vanyo seconded to authorize the <br />chairman to sign the application for 2008 Safe Routes to School <br />Grant for pedestrian and bicycle improvements adjacent to Cass <br />County Highway 22 in the City of Harwood. On roll call vote, the <br />motion carried unanimously. <br />
