<br />Commission Minutes-April 2, 2007 3191 <br /> <br />MOTION, passed <br />Mr. Bennett moved and Mr. Vanyo seconded to adopt Ordinance <br />#2007 -1, Cass County Highway Access Ordinance, regulating access <br />onto county highways; and to have the state's attorney publish this <br />ordinance with all other county ordinances into a handbook for Cass <br />County law enforcement officials. On roll call vote, the motion <br />carried unanimously. <br /> <br />7. SHERIFF'S DEPARTMENT, Good Samaritan Award presented to Deputy LeRoy <br />Beaulieu <br />Sheriff Paul Laney thanked the board for this opportunity to present a North Dakota <br />Peace Officers' Association Good Samaritan Award at a public meeting to Cass County <br />Sheriff's Deputy LeRoy Beaulieu, for responding to a traffic stop on December 20,2006, <br />along State Highway 18. The driver of the vehicle was distraught and admitted he had <br />a loaded gun in the trunk of the car. Deputy Beaulieu persuaded the man to go home <br />and talk with his parents, who then convinced their son to seek treatment. Deputy <br />Beaulieu intervened and saved this man's life. <br /> <br />In receiving the award, Deputy Beaulieu said he was honored to receive the recognition <br />and is thankful to work for the Sheriff's Office. <br /> <br />8. CASS COUNTY YOUTH COMMISSION, Report by chairman of the aroup <br />Bill Restemayer, Chairman of the Cass County Youth Commission and a junior at <br />Shanley High School in Fargo, was present to update the county commission on <br />activities of the 18 high school students participating in the program. Also present were <br />some of the county department representatives who serve as mentors to the Youth <br />Commission, including Charlotte Sandvik, Jim Thoreson and Terry Schmaltz. <br /> <br />Mr. Restemayer said their meetings consist of presentations about departments within <br />county government and are followed by leadership sessions conducted by students. <br />They have discussed issues facing teens and are planning a teen dance in May to <br />benefit area children affected by poverty. All proceeds will go to the YWCA to support <br />their cause. <br /> <br />The board thanked Mr. Restemayer for his presentation and for his work on the youth <br />commission. <br /> <br />9. HEALTHY COMMUNITIES INITIATIVE PRESENTATION <br />Dr. David Flowers, Fargo Public School Superintendent, was present. He serves as <br />chairman of the Healthy Communities Partnership and is requesting continued support <br />for the project from the county by appointing a representative to serve on the steering <br />committee and by providing a financial contribution in the amount of $5,000. The <br />program focuses on ways to protect youth from high risk behaviors, such as tobacco, <br />alcohol and drug abuse. He said a research-based approach was developed by <br />Moorhead and Clay County in 1994 and the steering committee felt that communities on <br />both sides of the river need to address the issue together. Mr. Flowers recognized <br />former Governor George Sinner and Jake Gust, who also serve on the steering <br />committee and are present for today's presentation. <br />
