<br />Commission Minutes-March 5, 2007 3185 <br /> <br />The committee recommended a consultant be hired to determine the software needs of <br />Fargo, Moorhead, Cass County and Clay County at a cost of approximately $25,000. Mr. <br />Thoreson said the county's portion is $6,400 and funds are available in their department <br />budget to cover the expense. <br /> <br />Mr. Ellingsberg said the record management system is currently run through the AS400 and <br />keeps track of information to help prosecute or investigate cases. North Dakota and <br />Minnesota each have different requirements that need to be met. Mr. Ellingsberg said <br />difficulties have arisen in finding programmers to maintain AS400 based systems and the <br />current program is antiquated and does not adequately meet the needs of the center. Mr. <br />Pawluk questioned the price of the new software, which Mr. Ellingsberg said may cost up to <br />$1 million. <br /> <br />Mr. Pawluk feels a consultant is not necessary and prefers the $25,000 be spent toward the <br />purchase of new software. Mr. Vanyo said the consultant may be able to provide an <br />outside, unbiased perspective for all four entities involved. Bonnie Johnson, County <br />Coordinator, said the hope is to find a more user friendly system that is window-based and a <br />consultant may well serve all four partners in finding a solution that will meet everyone's <br />needs. <br />MOTION, passed <br />Mr. Bennett moved and Mrs. Sorum seconded to approve the expenditure <br />of approximately $6,400 to hire a consultant to determine the needs for <br />the joint dispatch record management system with funds to come from <br />the Sheriff's Department 2007 budget. On roll call vote, the motion <br />carried with Mr. Bennett, Mrs. Sorum, Mr. Vanyo and Mr. Wagner voting <br />"Yes" and Mr. Pawluk voting "No". <br /> <br />9. JAIL ADDITION, Furniture and equipment list approved <br />Mr. Ellingsberg said the board requested the Sheriff's Office develop a list of furniture, <br />fixtures and supplies for the new jail housing units, which he completed and also provided <br />estimated costs for each item. <br /> <br />Mr. Wagner said the equipment will be paid from the jail sales tax building fund, which <br />according to the county auditor, has a balance of approximately $2.3 million with $1 million <br />still to be paid toward construction of the new addition. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Bennett seconded to authorize the sheriff to <br />proceed with the purchase of furniture and supplies required to operate <br />the new jail housing units and that expenditures be paid out of the jail <br />building fund, not to exceed $100,000.00. On roll call vote, the motion <br />carried unanimously. <br /> <br />10. JAIL ADDITION, Chanae order approved <br />Bonnie Johnson, County Coordinator, received several change orders submitted together <br />totaling over $5,000, which she brought to the board for their review. She said the sheriff <br />requested one of the change orders at a cost of about $2,000. The largest one is for hand <br />rails, which according to Rick Hoganson of Foss Architecture, is due to a change in building <br />codg bgtwggn thg timg of the original jail construction and the building of the additional <br />units. <br />
