<br />Commission Minutes-February 20,2007 3177 <br /> <br />Mr. Berndt hopes cities will practice good access management and use appropriate design <br />standards so that highways will continue to effectively move traffic; however, the decision <br />will be up to the respective cities once a highway has been turned over to them. <br />MOTION, passed <br />Mr. Vanyo moved and Mrs. Sorum seconded to adopt Section 9.35, <br />County Highways within Annexed Cities to be included in the Cass <br />County Commission Policy Manual. On roll call vote, the motion carried <br />unanimously. <br /> <br />8. JUVENILE DETENTION CENTER SECURITY PROPOSAL, Approved <br />Bonnie Johnson, County Coordinator, said a proposal to improve the security system at <br />the Juvenile Detention Center was discussed at the January 2,2007, commission meeting. <br />The item was tabled in order to consider whether any items could be removed from the <br />proposal to lower the cost. <br /> <br />The security system consists of three parts: the detention hardware on door frames, <br />operator stations with video and audio capabilities and basement security panels. She <br />suggested $14,100 for handheld PDA's be eliminated. <br /> <br />Since the last meeting, Mrs. Johnson received additional information about the electric <br />deadbolt locks currently used at the facility. A new company purchased the patent for the <br />lock in 2006 and is offering this as well as a door position switch that she believes will work <br />and may save an additional $20,000 because county staff will handle the installation. <br /> <br />Sheriff Paul Laney feels this issue needs to be addressed and since a chance exists to test <br />the new lock, he suggests the county move forward with the proposal. He talked about <br />emergency situations and is concerned about the liability to the county. Mr. Wagner <br />agrees the current situation is a liability risk. <br /> <br />Mr. Pawluk prefers to repair the lock situation first and look at the audio and video systems <br />in 2008. He questions whether the juvenile detention center will need to be relocated due <br />to space needs. Mr. Wagner does not foresee relocation of the juvenile detention center in <br />the near future. <br /> <br />Mrs. Johnson said current audio and video capabilities are limited and feels both are as <br />significant as the locks and four cameras will be connected to a digital video recorder <br />(DVR) to allow improved surveillance of the inmates. She said according to the State <br />Department of Corrections, the county may add bunk beds to increase the housing <br />capacity at the center. Mrs. Sorum said this is a safety and liability issue and prefers the <br />entire proposal be approved. <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Vanyo seconded to approve the project with a <br />budget not to exceed $89,500, with $25,000 coming from the buildings <br />and grounds budget and the additional funds coming from the current <br />building fund; this motion is contingent on Cass County's ability to <br />purchase and install the new locks. On roll call vote, the motion carried <br />with Mrs. Sorum, Mr. Vanyo and Mr. Wagner voting "Yes" and Mr. Pawluk <br />voting "No". <br />
