I Strategic Initiative 2: Communication, Dialogue and Education

Prepare an annual report monitoring the housing market and workforce housing
production. It can be the basis of an annual exchange of information and provide
an opportunity to confirm the housing market demand/supply match or mismatch.

Continue convening an Annual Housing Summit or Forum similar to that held as
part of the Workforce Housing Study.

Create a regional housing center to serve as an information and education source
for homebuyers and renters, as well as for the planning and development
community. Consider the options for a SOI( c) 3 entity to serve as the regional
housing center.

ACTIONS

./ Designate the Metropolitan Council of Governments to add a regional
housing element to its annual Surveillance and Monitoring Report.

The Annual Housing Monitoring Report can be one of the items at the annual
Housing Forum. It can monitor the production of housing, available residential
land and zoning. The report can include observations from the housing industry
and public officials on trends, concerns, barriers and interests in production of
workforce housing.

./ Convene a Housing Forum each year to continue the dialogue about
housing.

This can continue the dialogue begun at the 2006 Forum by inviting and involving
business, foundations, higher education institutions, elected and appointed
officials, developers, builders, Realtors, lenders and public schools.

./ Make it an early task of the regional housing working group to explore
the establishment of a Regional Housing Center.

The task of the regional housing working group is to define the mission, seek
support for and funding for the operation of a regional housing center.

35

Liuda S.
