' <br />--- <br /> <br />September 6, 2006 <br /> <br />Mr. Keith Berndt, PE <br />Cass CoWlty Engineer <br />1201 West Main Avenue, Box 698 <br />West Fargo, ND 58708-0698 <br /> <br />Dear Mr. Berndt: <br /> <br />SRF Consulting Group, Inc. is pleased to submit this proposal for professiotllll services for the <br />rehabilitation ofCass COIDlty Highway 17 from C.R. 6 (52nd Ave. S.) to C.R. 16 (l24th Ave. S.) <br />including design survey, pre1iminmy corridor geometric layout, and final design. <br /> <br />SCOPE OF SERVICES <br /> <br />'1bc basis for thc preliminary geometric design layouts will be the Cass County Highway 17 <br />Corridor Study Report dated November 2002. This report included a set of Short Tcnn and Ultimate <br />Recommendations for the corridor from 1-94 in West Fargo to Wall Street in Homce. The <br />preliminmy layout will includc as many short term improvements as possible and those ultimate <br />improvemenL~ tbat make sense 10 implement now. SRF will work with the Cass County Engineer, <br />affected residents, representatives of the City of Horace lUld other relevant governmental ageneies <br />to develop a roadway de~ign appropriate for the expected life of the projel"i (minimum of 1 0 yem). <br /> <br />It is unticipated that the majority of the corridor will receive a three-ineh asphalt overlay. 'The <br />existing pavement surface will be milled in se1ccted locations. Widening of the existing shoulders <br />from six feet to eight feet will be considered hased on impllCts to right of way, drainage,.and overall <br />project co~l. The design elements that arc selected to be included in this pl'Ojcx.i will be designed to <br />ensure they will be eonsistent with the future ult1mate eorridor design. These improvements will <br />include capacity improvements. turn lane improvements, access consolidations, access relocations, <br />safety Improvements, and right of way acquisitions based on the recommended plan. The inclusion <br />of these design elements will in part be based on minimizing tight of way acquisitions.
