ROAD DEPARTMENT, Quit claim deed for abandoned hiahwav riaht ofwav <br />MOTION, passed <br />Mr. Bennett moved and Mr. Meyer seconded to authorize the chairman <br />to sign a quit claim deed abandoning Cass County's right-of-way <br />interest in property located in Section 31, Reed Township, where Cass <br />County Highway 10 was formerly located, subject to state's attorney <br />approval. On roll call vote, the motion carried unanimously. <br /> <br />9. RESOLUTION #2003-11, MIDA Bonds approved for NDSU Development Foundation <br />Attorney James Stewart was present to request board approval for the chairman to sign a <br />resolution approving bonds for the NDSU Development Foundation Project. A public <br />hearing was held on September 29, 2003, regarding the issuance of University Facilities <br />Revenue Bonds Series 2003 in the amount not to exceed $4,500,000 for the purpose of <br />financing the construction and equipping of an 80,400 square foot horse barn and related <br />equine facilities located at 5140 19th Avenue NW, Fargo, North Dakota. <br />MOTION, passed <br />Mr. Meyer moved and Mr. Vanyo seconded to authorize the chairman to <br />sign Resolution #2003-11 Approving the Issuance of University Facilities <br />Revenue Bonds (NDSU Development Foundation Project) Series 2003. <br />On roll call vote, the motion carried unanimously. <br /> <br />1 o. TAX-FORFEITED PROPERTY, Hearina on appraisal <br />County Auditor Michael Montplaisir said the board previously set the value on tax-forfeited <br />property, and a notice was sent to respective township and city officials informing them of <br />this date and time for a hearing to be held on the appraisal of tax-forfeited property. He <br />provided a copy of the newspaper publication of the Notice of Sale of Real Estate Forfeited <br />to the County for Delinquent Taxes. <br /> <br />Chairman Wagner opened the public hearing and invited comments from anyone wishing to <br />address the board regarding the appraisals for the tax sale to be held at 10:00 AM on <br />November 18, 2003. No one addressed the board at this time, and the chairman declared <br />the public hearing closed. <br /> <br />11. EMERGENCY MANAGEMENT, Grant awards <br />Greg McDonald, Emergency Manager, reported that Cass County will be the recipient of two <br />Department of Homeland Security 2003 State Supplemental Grant Program awards. One <br />award is for completion of required elements for local emergency operations plans in the <br />amount of $30,000. The other award of $4,000 is for expenses relating to completion of the <br />mandatory needs assessment, which will dictate the dispersal of money connected to the <br />2004, 2005 and 2006 Homeland Security Grant Programs. <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Bennett seconded to authorize the chairman <br />to sign the Department of Homeland Security 2003 State Supplemental <br />Grant Program Award Notices. These awards will provide funds to <br />support emergency operations plan enhancements and the completion <br />of the 2003 Needs Assessment for Cass County; and further, to authorize <br />the adjustments to existing budget line items by increasing the revenue <br />101-3503-331-55-03 by $34,000 and increasing the expense 101-3503- <br />42.10-25 by $34,000. On roll call vote, the motion carried unanimously. <br />
