<br />Commission Minutes-August 15, 2006 3113 <br /> <br />transition takes place. He commented the rankings of RCSEU are impressive; it will <br />be interesting to see how the numbers hold. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Vanyo seconded to approve the Regional <br />Child Support Enforcement Unit's preliminary budget for 2007 at <br />$1,405,986. On roll call vote, motion carried unanimously. <br /> <br />Mr. Vanyo left the meeting at 12:00 PM. The board took a lunch break and <br />reconvened at 1 :15 PM with four commissioners present. <br /> <br />10. LAKE AGASSIZ REGIONAL COUNCIL <br />Irv Rustad, Director of the Lake Agassiz Regional Council, was present. He said they <br />are requesting $15,000 for economic development to help match funds from the <br />Economic Development Association. Matching funds must be non- federal dollars. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Wagner seconded to approve the 2007 <br />preliminary budget for the Lake Area Regional Council for $15,000. On <br />roll call vote, motion carried unanimously. <br /> <br />11. GUARDIAN AND PROTECTIVE SERVICES <br />Bill Chausee, Director of Guardian and Protective Services (GAPS), and Dr. John <br />Baird were present. Mr. Chausee said GAPS was established through grant money in <br />1998 in Fargo. The purpose of GAPS is to help the elderly and disabled with low <br />incomes. GAPS is looking for stable funding sources to continue operating and are <br />requesting $20,000 from Cass County. Mr. Wagner stated they are also asking for <br />$10,000 through the Social Service sponsorship program. Mrs. Sorum said maybe <br />the county needs to work with the sponsorship program and agree on a combined <br />amount. Mr. Wagner feels they belong under sponsorship and cautioned against <br />setting precedents with organizations. Mr. Bennett questioned their awareness of <br />having asked for budget dollars in two different areas. Mrs. Johnson said this issue <br />should be addressed at the state level by the North Dakota Association of Counties. <br />She said legislation should be introduced to make this a state funded service. Mr. <br />Montplaisir stated if GAPS is looking for administration they should contact district <br />court. Mr. Bennett and Mrs. Hogan have visited the organization and found it to be a <br />useful tool in the community. The matter was tabled and will be addressed at a later <br />time. <br /> <br />12. HUMANE SOCIETY <br />Nukhet Hendricks, Humane Society Executive Director and Lynette Kehler were <br />present. Ms. Hendricks said last year 600 pets were adopted through the Humane <br />Society. The adoption cost is $135 with $75 of the fee reimbursable upon proof of <br />spay or neutering. <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Sorum seconded to approve the 2007 <br />preliminary Humane Society for $2,000. On roll call vote, motion carried <br />unanimously. <br />
