<br />Commission Minutes-August 15, 2006 3114 <br /> <br />13. COUNTY PARK <br />Mr. Montplaisir reported the maximum mill levy allowed for the park was used when <br />preparing the budget. The budget will be adjusted after the board meets. He said <br />construction in the park should be nearly finished which may allow the budget to be <br />lowered. <br /> <br />Mr. Montplaisir contacted Chad Peterson, Park Board Chairman, via telephone to <br />discuss the status on water service to the park. Mr. Peterson stated he received an <br />estimate from Cass Rural Water for installation. They would charge $3.50 per linear <br />foot for pipe installation on dry land and $12.50 per linear foot for installation in wet <br />areas for a total estimate of $35,000. This is an increase of $10,000 from the estimate <br />received last year. Mr. Peterson was advised to contact Shipper Construction for an <br />estimate. Mr. Peterson recommended using the well option if rural water could not be <br />installed for under $30,000. A pump for the well would be the less expensive option. <br />Mrs. Sorum said the decision to spend a large amount to obtain water in the park is <br />difficult, as it is only used four months of the year. Mr. Bennett directed Mr. Peterson <br />to obtain prices for both options and present them to the park board. <br /> <br />14. YOUTH COMMISSION <br />Mr. Montplaisir said $5,000 is included in the commiSSion budget for the youth <br />commission. This is the same amount budgeted by Cass County in 2006. <br /> <br />15. FIRST LINK <br />Kristi Crawford, Executive Director of First Link was present. She discussed their <br />program and said their agency proved to be a valuable resource during 2006 flooding. <br />Their agency is requesting $5,000, the same as last year, to help fund the Emergency <br />Volunteer Management and Training Program through First Link. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Pawluk seconded to approve the 2007 <br />preliminary budget for First Link in the amount of $5,000. On roll call <br />vote, the motion carried unanimously. <br /> <br />16. 2007 MILL LEVY, discussion <br />Discussion was held regarding setting the mill levy for 2007. Mr. Bennett asked the <br />commission to express the goals they have for setting the mills. Mr. Pawluk <br />commented that if budgets need to be trimmed to get below the 62 mills used in 2006 <br />then we should take that action. Mr. Wagner commented the commission has been <br />moving toward lowering the mill levy and have done so consistently. He feels excess <br />revenue should go into the building fund as there is need for adding space to the <br />courthouse. Mr. Montplaisir will draft some options for consideration regarding the <br />mills. <br /> <br />17. ADJOURNMENT <br />MOTION, passed <br />On motion by Mr. Wagner, seconded by Mrs. Sorum, and all in favor, the <br />meeting was adjourned at 2:25 PM. <br />
