Commission Minutes-August 10, 2006 3096

Other Equipment
Mr. Ellingsberg said the budget includes requests for a rehabilitation functional trainer for
their workout facility at a cost of $11,000; an x-ray scanner for courthouse security at a cost
of $20,000; and a metal detector for annex security at a cost of $4,500 to replace the
current machine which is located too close to the metal doors and creates problems with the
flow of customer traffic. The existing metal detector will be used in the attorney's visitation
area at the jail.

Mr. Vanyo feels that out of the three requests, the most important is the metal detector since
the current one is not working correctly at the annex. The purchase of an x-ray scanner
may not be feasible in this year's budget. He asked if the county is able to purchase a used
rehabilitation machine, because he is familiar with this equipment and does see the
potential benefit for employees.
MOTION, passed
Mr. Vanyo moved and Mr. Wagner seconded to reduce the jail
equipment budget by $20,000 with the removal of an x-ray machine
for courthouse security. On roll call vote, the motion carried
unanimously.

MOTION, passed
Mr. Vanyo moved and Mr. Wagner seconded to reduce the jail
equipment budget line item for a rehabilitation function trainer from
$11,000 to $4,000. Discussion: Mr. Pawluk has an issue with
providing a health and fitness facility to one select group of
employees. Mr. Ellingsberg said all county employees are welcome
to use the gym and this benefit helps reduce workers' compensation
claims by encouraging the physical fitness of jail staff. On roll call
vote, the motion carried, with four members voting "Yes" and Mr.
Pawluk voting "No".

New Employee Requests
Mr. Ellingsberg said the budget includes a request for 17 new staff and discussed each
individually as follows: one B32 work release/classification officer; two B21 correctional
officers for master control; three B21 correctional officers for the sigma pod; four B32
correctional officers to serve as rovers; one B32 court transport correctional officer; and one
B32 courthouse security correctional officer. He requested that $30,000 be added in the
overtime budget if the commission removes the courthouse security officer position.
MOTION, passed
Mr. Vanyo moved and Mr. Wagner seconded to reduce the new
employee line item request from seventeen to eight staff and
retaining eight B21 correctional officers, with five officers for the new
pod at the jail. On roll call vote, the motion carried with three
members voting "Yes" and Mr. Bennett and Mrs. Sorum voting "No".

Mr. Ellingsberg asked that $30,000 be added for overtime expenses to cover staffing for
courthouse security.
