<br />Commission Minutes-August 10, 2006 3095 <br /> <br />Emergency Services Unit <br />Mr. Ellingsberg said because local governments are changing their radio systems from <br />analog to digital, the budget includes the purchase of four digital radios at a cost of $12,948. <br />The unit is also requesting to purchase a replacement snowmobile for $8,000. Mr. <br />Thoreson said in the winter the reservists travel by snowmobile, patrolling roadways to issue <br />citations or respond to accidents. <br /> <br />8. JAIL AND DETENTION CENTER <br />Mr. Ellingsberg discussed the jail and juvenile detention preliminary budgets, including an <br />increase in prisoner boarding revenues; increased juvenile detention boarding rates; new <br />pod revenue through housing ten additional federal inmates; a jail nurse increase of <br />$22,103 over last year due to expanded nursing coverage; medical risk insurance at a cost <br />of $50,188; an additional $58,000 for board and meals; $12,000 for the lease of ten GPS <br />units for home monitoring of work release inmates; $12,000 for a color copy machine that <br />will replace one photocopier that quit working with the existing copier moved to the booking <br />room; computer equipment and software; $11,600 for communications equipment; $11,000 <br />for a rehabilitation functional trainer; $20,000 for x-ray scanner for courthouse security; <br />$4,500 for new metal detector for annex security station; 17 additional employee requests; <br />and $20,000 to upgrade the door locks and controls at juvenile detention. <br /> <br />Medical Risk Insurance <br />Mr. Vanyo said the board asked that medical risk insurance be reviewed to see whether it <br />would be cost effective for the county. He does not feel the county would benefit in relation <br />to the premium cost of $50,188. <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Wagner seconded to reduce the jail <br />medical line item by eliminating $50,188 for risk insurance. On roll <br />call vote, the motion carried unanimously. <br /> <br />Board and Meals <br />Mr. Ellingsberg said based on a daily population of 250, the average cost is $1.33 per meal. <br />In 2006, $314,530 was budgeted for this item and the request for next year is $372,000. <br />According to the sheriff, the cost is comparable to a South Dakota vendor that provides <br />meals at the North Dakota State Penitentiary. <br /> <br />On-Site Monitorinq <br />Mr. Ellingsgberg said $12,000 is budgeted to lease ten GPS units for home monitoring of <br />work release inmates. He said the cost would be $3.00 per day and would be paid by the <br />inmate. Mrs. Sorum is concerned about the type of offenders who may be eligible for this <br />type of monitoring. Mr. Ellingsberg said this would be beneficial because with the current <br />system, the jail has no way of tracking the whereabouts of work release prisoners. <br /> <br />Communications Equipment <br />Mr. Ellingsberg said $11,600 is budgeted for communications equipment that includes: <br />portable radio replacement at $4,600; digital video recorder for the new pod at $4,000; and <br />Polycom Viewstation for court interactive television at $3,000. Mr. Wagner believes the <br />construction budget included the Viewstation and suggested the funds be taken from that <br />budget. <br />
