<br />Commission Minutes-August 10, 2006 3094 <br /> <br />6. EMERGENCY MANAGEMENT <br />Dave Rogness, Emergency Manager, said his budget request is $3,000 less than 2006. <br />The only notable change is an increase in fuel expenses due to rising gasoline prices. Mr. <br />Montplaisir said the budget does not include homeland security funding. Mr. Rogness said <br />as the homeland security grants are authorized, he will submit the necessary paperwork to <br />the commission. <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Pawluk seconded to approve the 2007 <br />preliminary budget for Emergency Management in the amount of <br />$151,208. On roll call vote, the motion carried unanimously. <br /> <br />7. SHERIFF'S DEPARTMENT <br />Sheriff Don Rudnick was present, along with Chief Deputy Jim Thoreson and Chief Deputy <br />Glenn Ellingsberg to discuss the department's budget request for 2007. <br /> <br />Support and Operations <br />Revenue projections have increased by $100,000 due to increased civil process fees, <br />increased mileage rates and $1 surcharge on mobile phones. Mr. Thoreson said the county <br />has collected $39,495 in truck regulatory fines since the ordinance took effect last <br />September. The sheriff said the line item for the regional training center may be reduced by <br />$8,000 for a total budget of $24,672; this cost is for the county's share of equipment <br />upgrades and repairs. <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Wagner seconded to reduce the regional <br />training center budget by $8,000. On roll call vote, the motion carried <br />unanimously. <br /> <br />Vehicles <br />A copy of the Sheriff's Department vehicle listing and maintenance schedule was provided <br />to commissioners today. Mr. Thoreson said the 2007 request includes replacement of three <br />patrol cars at $22,000 each; three unmarked cars at $20,000 each; and three pickups at <br />$26,000 each. <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Wagner seconded to reduce the sheriff <br />operations vehicle budget by $40,000 with the elimination of two <br />unmarked vehicles. On roll call vote, the motion carried <br />unanimously. <br /> <br />Employee Promotions <br />Mr. Thoreson said the budget includes an employee promotion of a C42 investigator to a <br />C43 sergeant, for a cost of $3,632 including benefits. Currently, there is one sergeant that <br />supervises the warrants division and one that supervises civil processing. He feels the <br />investigative unit would run more efficiently with a sergeant position. <br /> <br />Mr. Wagner is concerned about how promotions may affect the county's pay grade and <br />reclassification system. Mr. Montplaisir said it appears this is a structural change within the <br />department. Mr. Ellingsberg said the sergeant position has already been graded as a C43 <br />and the employee is already performing some of the supervisory duties. <br />
