<br />Cass County Delinquency Prevention Plan <br /> <br />Runaway Youth <br /> <br />Priority Program: Runaway Youth <br /> <br />Primary Risk Factors Addressed <br />.,fEarly & Persistent Antisociat Behavior <br />.,f Academic Failure in Schoot <br />.,fLack of Commitment to Schoot <br />.,f Alienation and Rebelliousness <br />.,fLow Neighborhood Attachment <br /> <br />Protective Factors Enhanced <br />.,fHealthy Beliefs and Clear Standards <br />.,fIndividual Characteristics <br />.,fBonding <br /> <br />ANALYSIS OF NEED: <br />In 2001 in the East Central Judicial District, one hundred and sixteen (116) youth were charged with <br />running away from home, Youthworks' Runaway Center served 225 runaway and youth at risk of <br />running due to serious parent child conflict. The Center is one of several hundred runaway center funded <br />under Title III of the Juvenile Justice Act know as the Runaway and homeless Youth Act. This program <br />is a program of the US Dept of Health & Human Services, <br />v' To alleviate the immediate needs of runaway youth, <br />v' To reunite children with their families whenever possible and to encourage the resolution of family <br />problems through counseling, <br />v' To strengthen family relationships and encourage stable living conditions for youth, <br />v' To help youth decide on a future course of action. <br />v' To deliver services to youth and families from a positive youth development framework and <br />philosophy. <br />-- Programs Operated By: Youthworks 317 South University Drive, Fargo ND 58102 <br />-- Collaborations & Interagency Agreements: Juvenile Court <br /> <br />Successes <br />The Runaway Center meets all Program Performance Standards established by HHS. It is rare <br />when a youth who has runaway cannot be returned home under a plan mediated by Y outhworks <br />and maintained at home when follow-up services are provided. <br /> <br />Challenges <br />n Limitations: ND receives the minimum amount of Federal funding available to a state and the <br />funding is inadequate for providing all of the mandated services, Funding for family counseling <br />and other shelter must be provided with other funding. <br />n Staffing: Licensed Social Workers must be involved when crisis placement decisions are being <br />made. Youthworks is a licensed child placing agency and can make placements with parental <br />consent <br /> <br />Funding Issues <br />-- Current Funding: Title III Runaway & Homeless Youth Act, United Way & DHS (shelter <br />care) Funding must be matched (10%) with non-Federal dollars <br />n Co-Payments: No fee is charged for crisis services, Brief family therapy based on ability to <br />pay, <br /> <br />Goals <br /> <br />Page 21 <br />
