<br />Commission Minutes-July 17, 2006 3085 <br /> <br />6. RESOLUTION #2006-10, MIDA Bond application of Oak Grove Lutheran School <br />Attorney James Stewart was present for the MIDA Bond hearing on the application of the <br />Oak Grove Lutheran School. The project is for financing the construction and equipping of <br />a multipurpose fine arts facility located at 124 North Terrace in Fargo and for acquisition of <br />land and a building to be used as an elementary school located at 2720 32nd Avenue South <br />in Fargo. He said the bonds are bank qualified and the county does not have any liability on <br />the payment of the bonds. State's Attorney Birch Burdick reviewed the information and said <br />all the appropriate documentation appears to be in place. <br /> <br />The chairman opened the public hearing and invited comments from the audience. Hearing <br />none, the public hearing was closed. <br />Mr. Wagner moved and Mr. Vanyo seconded to adopt Resolution #2006-10 <br />Giving Final Approval to the Issuance of Museum Facilities Refunding <br />Revenue Bonds (Oak Grove Lutheran School Project) Series 2006A. On <br />roll call vote, the motion carried unanimously. <br /> <br />7. SHERIFF'S DEPARTMENT, Award presented to Detective Mitch Burris <br />Assistant U.S. Attorney Chris Meyers thanked the board for the opportunity to present a <br />meritorious achievement award to Cass County Detective Mitch Burris, for his exemplary <br />performance on a multi-jurisdictional drug trafficking case that involved 20 defendants who <br />imported between 60 and 80 pounds of methamphetamine into Cass County. Mr. Meyers <br />introduced Jeff Bierman, Supervisor of the North Dakota Drug Enforcement Agency, who <br />expressed appreciation to the Cass County Sheriff's Department staff for their cooperation <br />in working with other agencies to solve cases such as this and commended Mr. Burris on an <br />outstanding job. <br /> <br />In receiving the award, Mr. Burris said none of this would have been possible without all the <br />other agencies and staff who worked together to solve the case. Chairman Bennett thanked <br />him for his service on behalf of the entire board. <br /> <br />8. RED RIVER VALLEY FAIR ASSOCIATION, Update provided <br />Kyle Anderson, President of the Red River Valley Fair Board, was present. Mr. Anderson <br />said the fair was successful with an increase in attendance and positive comments from <br />vendors and concession owners. The board has some new ideas for next year and extends <br />their appreciation to the county commission for their support. He introduced John Pitz, <br />Director of the Red River Valley Fair, who was hired in April of this year. <br /> <br />Mr. Pitz commended the fair board for their work on this year's event. He discussed other <br />events the fair may be hosting and is enthusiastic about the opportunities for the future. Mr. <br />Wagner thanked Mr. Anderson and Mr. Pitz for their willingness to attend today's meeting <br />and to provide an update on the progress that has been made over the last few months. <br /> <br />9. TAX EQUALIZATION BOARD, Reconvened for 2006 <br />Chairman Bennett reconvened the 2006 Board of Tax Equalization. Frank Klein, County <br />Tax Director, referred to his letter of July 7, 2006, and said after the last equalization <br />meeting, three of the six individual appeals have been withdrawn. <br /> <br />Mr. Klein said the property owned by John and Sheila Gibbs located at 4528 3ih Avenue <br />North in Reile's Acres City, was inspected by the local assessor. He said some <br />improvements were made to surrounding properties in the neighborhood that were not <br />
