<br />June 5, 2006 <br /> <br />V. Compensation. <br /> <br />A. State. As reimbursement for services provided under this Agreement, the <br />State shall pay the Host Region 66% of the allowable expenses incurred <br />by the Unit. For expenses incurred in Calendar Year 2006, the State shall <br />also pay from the child support improvement account the amount in <br />Attachment A or the difference between 34% of allowable expenses <br />incurred by the Unit and the amounts billed to Participating Regions in <br />Attachment A, whichever is less. <br /> <br />B. Participating Regions. The Host Region will bill the Participating <br />Regions on a monthly basis for 34% of the allowable expenses incurred <br />by the Unit for the prior month. The total amount due from the <br />Participating Regions under this Agreement shall not exceed the amounts <br />in Attachment A. Any billing that remains unpaid in whole or in part for <br />more than one month may be reported by the Host Region to the State. <br /> <br />C. Allowable Expenses. The Host Region may not incur expenses in <br />excess of the budget for the Unit without an amendment to this <br />Agreement. The Unit may not bill the Participating Regions or the State <br />for costs that are not eligible for federal financial participation (FFP). <br /> <br />VI. Performance Standards. The parties agree to work together to identify <br />methods of evaluating the performance of the Unit. All federal performance <br />measurements will be directly impacted by the project. Also relevant will be the <br />total collections of arrears that can be attributed to the Unit and any indirect <br />impact on the performance of the Participating Regions in other areas as a result <br />of the Unit. The annual self-assessment review mandated by the federal <br />government may include activities taken by the Host Region on a Participating <br />Region's behalf. If performance deficiencies are identified during the term of this <br />Agreement through the self-assessment review or another method, the Host <br />Region will prepare a corrective action plan for review by the Participating <br />Regions and the State. The Host Region must notify the State and the <br />Participating Regions of conditions that have caused or may cause an inability to <br />provide the services required in this Agreement. <br /> <br />VII. Compliance. In operating the Unit, the Host Region agrees to conform to Title <br />IV-D of the Social Security Act, the Code of Federal Regulations governing the <br />Child Support Enforcement Program, other applicable federal regulations and <br />requirements, and applicable North Dakota laws and state IV-D policies and <br />directives. <br /> <br />3 <br />
