<br />CHAPTER SIX: PLAN IMPLEMENTATION

<br />6.1 ANNUAL BIKEWAY ACTION PLAN
<br />
<br />The 1995 Metropolitan Bicycle and Pedestrian Plan recommended the development of an Annual Bikeway
<br />Action Plan. This action plan would be a work program developed every year to implement projects
<br />recommended in the Metropolitan Bicycle and Pedestrian Plan. The projects would include any
<br />recommended bicycle and pedestrian planning study and outreach, promotional and educational initiatives,
<br />
<br />Process:
<br />
<br />The Metro Trails Committee will meet on a regular basis to advance the timely and orderly development of
<br />the bikev.'ay facilities and programs in the metropolitan area. They will discuss, in consultation with local
<br />govemments and public/private interests, the fomlUlation of the Annual Action Plan. The Action Plan will
<br />include specific tasks and their estimated start and completion dates, as well as the responsible agency to
<br />implement the proposed improvement. In preparing the Action Plan, the Metro Trails Committee may
<br />consider any project that is consistent with this Plan's 20 year vision or its subsequent goals and objectives.

<br />Following the development of the Action Plan, the Metro Trails committee will recommend the document
<br />for approval to the COG Transportation Technical Committee. The Technical Committee in turn will
<br />consider the recommendations of the Metro Trails Committee in developing the Fargo - Moorhead's three
<br />year transportation improvement program (TIP) and the FM COG's Unified Planning Work Program
<br />(UPWP). Both of these documents (TIP and UPWP) must be approved by the TTC and the COG Policy
<br />Board before a project contained in the Action Plan may be implemented.

<br />On occasion, it may be necessary for the Metro Trails Committee to consider amending the
<br />recommendations ciled in the five year plan. Therefore, amendmeius may be authorized on project by
<br />project basis. If the proposed project or activity is consistent with the suggested recommendations, the
<br />Metro Trails Committee might simply recommend approval of the improvement to the TTC. However, if
<br />the proposed activity represents a substantive amendment to the plan requiring the addition, deletion, or
<br />change in the scope of a project, the Metro Trails Committee will recommend to Ihe TTC that a public
<br />hearing be held to receive citizen comments regarding the proposed amendment. Consideration of any
<br />amendment to the plan by the Metro Trails Committee should be executed in consultation with COG's
<br />Policy defining its Public Involvement Process for Transportation Planning, as adopted in 2004.
<br />
<br />6.2 COST ESTIMATES
<br />
<br />The financial strategy for implementing the recommendations proposed in this plan is developed by the
<br />COG staff in coordination with local officials. FM Metro COG staff examined the historical levels of the
<br />bicycle facility funding as shown in Table 6.1,
