>"::1::

CHAPTER SIX: PLAN IMPLEMENTATION

6.1 ANNUAL BIKEWAY ACTION PLAN

The 1995 Metropolitan Bicycle and Pedestrian Plan recommended the development of an Annual Bikeway
Action Plan. This action plan would be a work program developed every year to implement projects
recommended in the Metropolitan Bicycle and Pedestrian Plan. The projects would include any
recommended bicycle and pedestrian planning study and outreach, promotional and educational initiatives,

Process:

The Metro Trails Committee will meet on a regular basis to advance the timely and orderly development of
the bikev.'ay facilities and programs in the metropolitan area. They will discuss, in consultation with local
govemments and public/private interests, the fomlUlation of the Annual Action Plan. The Action Plan will
include specific tasks and their estimated start and completion dates, as well as the responsible agency to
implement the proposed improvement. In preparing the Action Plan, the Metro Trails Committee may
consider any project that is consistent with this Plan's 20 year vision or its subsequent goals and objectives.

Following the development of the Action Plan, the Metro Trails committee will recommend the document
for approval to the COG Transportation Technical Committee. The Technical Committee in turn will
consider the recommendations of the Metro Trails Committee in developing the Fargo - Moorhead's three
year transportation improvement program (TIP) and the FM COG's Unified Planning Work Program
(UPWP). Both of these documents (TIP and UPWP) must be approved by the TTC and the COG Policy
Board before a project contained in the Action Plan may be implemented.

On occasion, it may be necessary for the Metro Trails Committee to consider amending the
recommendations ciled in the five year plan. Therefore, amendmeius may be authorized on project by
project basis. If the proposed project or activity is consistent with the suggested recommendations, the
Metro Trails Committee might simply recommend approval of the improvement to the TTC. However, if
the proposed activity represents a substantive amendment to the plan requiring the addition, deletion, or
change in the scope of a project, the Metro Trails Committee will recommend to Ihe TTC that a public
hearing be held to receive citizen comments regarding the proposed amendment. Consideration of any
amendment to the plan by the Metro Trails Committee should be executed in consultation with COG's
Policy defining its Public Involvement Process for Transportation Planning, as adopted in 2004.

6.2 COST ESTIMATES

The financial strategy for implementing the recommendations proposed in this plan is developed by the
COG staff in coordination with local officials. FM Metro COG staff examined the historical levels of the
bicycle facility funding as shown in Table 6.1,

Table 6.] :Metro olitan Bikcwa Project Revenue Estimates
:e~l~orh~i'd: .

,~f!:;il,~r~~~flY~:e~~, D"P,1~N~?}:;11~11
", '11 "f.O~d~a.Y.;~9t;\st ruc,~,~g,n"l~::
'<r:V:!ji:; :: < nfcets ..h~n' "

215,00

140,00

100.00

'," P' ",', ,<, ':';': "", ,;'''':!,'',,!' >', ,,:,' ~v'>' ";o!'i'" "':':':'.- '>'>;1 "'ip..."
