':',

5.3 SHORT RANGE AND LONG RANGE PROJECTS

The recommendations proposed in the previous sections of the chapter have been reviewed for financial
feasibility and evaluated according to the four screening factors, Those recommendations which have met
all the four screening factors have been included in the short range project list while those which have
partially met the screening factors have been included in the long range project list as shown in Tables 5.6
-5.19.

The recommended projects which have been included in the short range and long range projects have been
further prioritized as:

J! Priority I: These are projects which are a part of the identified Principal Metropolitan Bicycle network
(explained in Chapter 4) and are recommended for implementation prior to other selected projects.

R Priority 2: These are projects that are potential future connections to the principal bike network or arc
identified alternate routes to the principal bike network. They are recommended for implementation.

(~j When the priority 1 projects have been completed or
:~; \Vhen a principal bikeway network project is not implemented due to unperceived
reasons, the altemate route is recommended for implementation

P Priority 3: These projects are long range projects recommended for implementation once Priority I
and Priority 2 projects have been completed. These projects are mostly extraterritorial connections to the
principal bikeway network.

Some recommended projects have not been included in the short range and long range project lists but
have becn recommended for future planning sludies (refer section 5.18).

Recommended Facility T)'pe:

The bicycle federation of America identifies two types of cyclists:

(J', Type A: These types of cyclists are the advanced bicyclists who are experienced and skilled to safely
ride and operate on any traffic conditions when following the standard traffic rules and regulations.
This group of cyclists behaves like any other motorist on road and is best served by on-road facilities.

.", Type B/C: These types of bicyclists are thc basic/amateur and child bicyclists. This group of cyclists
behaves more like pedestrians and is best served by separate bikeways and trails.

The FM metropolitan bicycle and pedestrian plan is designed to address and cuter to the issues of the Type
B/C cyclists. The recommended facility type in the plan for most of the projects is shared use path. The
intent is to serve the basic bikers and to achieve the goal of encouraging new bikers. Considering the safety
standards of shared use paths, the plan recommends that all shared use paths will have adequate facilities
for safe pedestrian and bicyclist crossings at every roadway intersection having an ADT of more than 500.
for bicycle lane corridors, it is recommended that, they will be adequately marked and signed and that
adequate measures be taken to ensure that signed bike lanes are not used as parking lanes.

FM METROPOLITAN BICYCLE AND PEDESTRIAN PLAN 2005
Fargo-Moorhead l\letropolitanCouncHof GovernIjIents
-16 - .
