These routes <br />provide significant linkages with the townships and surrounding the Fargo-Moorhead metropolitan. They <br />also connect to state and national routes giving a greater connectivity. Table 2.8 provides the existing <br />extraterritorial bikeway miles. Map 2.7 illustrates the existing and future extraterritorial bike network. Map <br />2.9 illustrates the existing sidewalks in the metropolitan area. The local policies and requirements relative <br />to sidewalks were summarized by Metro COG in 1996 in the Metropolitan Sidewalk Ordinance Review, <br />Appendix A.4 provides the references for sidewalk design standards established by the local governments <br />and federal law. <br /> <br />Each of the cities in the metropolitan area have policies providing continuously linked walkways that <br />encourage walking as an alternative means of transportation. Missing system links force pedestrians on to <br />the street or to cross the street at unmarked locations especially during winter and in times of precipitation. <br />Using aerial photographs, Metro COG staff inventoried sidewalks along the functional classification <br />roadway system to identify critical gaps in the pedestrian network as shown in Map 2.9 <br /> <br />The Americans with Disabilities Act of 1990 prohibits public entities from designing new facilities or <br />altering existing facilities, including sidewalks and trails, that are not accessible to people with disabilities. <br />Currently, the City of Fargo has set aside $100,000 per year to bring all their sidewalks up to ADA <br />standards by rehabilitating crosswalks with red concrete curb cuts. The City of Dilworth sets aside about <br />$2000 per year to install curb cuts.
