<br /> <br />CHAPTER THREE: THE VISION <br /> <br />'To develop olld lIIailltaill a cOII.mmmate regiollal bicycle alld pedestriall lIetwork that ellsures <br />alld ellcourages user preferellce .for bikillg alld walkillg as all ellvirollmelll frielld~l', ellergy <br />efficiellt, eCOllOlllical~v belleficial, healthy alld .,<<fe lIIode oftrallsportatioll.' <br /> <br />3.1 BICYCLE AND PEDESTRIAN ISSUES AND NEEDS <br /> <br />The major issues identified through the plan development process were: <br /> <br />~ Safety Issues: The concerns raised were - Better enforcement of traffic rules on heavily <br />traveled corridors; improving bike facility design at intersections and roules especially those <br />used by school children; giving higher priority to Class I bikcways and providing proper <br />separation marks and signs for shared use paths. <br />~ Maintenance Issues: Maintenance issues were the next major concern. The public was <br />concerned that since rain and snow events are frequent occurrences in the metropolitan area, it <br />was a necessity that bike bridges, bikeways, sidewalks and especially underpasses were <br />regularly maintained, cleaned and made usable. <br />IE1 Connecth!ity Issues: A majority of the public expressed views regarding better connectivity <br />of the existing network and suggested that the missing links be identified and appropriate <br />connections be provided. There were also concerns regarding connectivity of the metropolitan <br />area with the surrounding townships. <br />q Sign age Issues: Signage issues were a result of safety concern, Citizens were very specific <br />about having improved sign age at intersections and heavy traffic corridors'. Adequate signage <br />was also suggested as a means of guidance through the metropolitan bike and pedestrian <br />network. <br />mJ Parking Issues: There was a major concern regarding bike parking facilities in the <br />metropolitan area especially in the downtovm areas and major employment centers. <br />Wi Education Issues: There were concerns about educating bOlh the motorists and bicyclists to <br />understand and practice the valid traffic rules in order to co-exist safely on the road. <br />mj Promotion Issues: The final concern was promoting events and activities encouraging biking <br />and walking for recreation and commute to work and school. <br /> <br />3.2 GOALS Be OBJECTIVES <br /> <br />A.
