<br />are familiar with and understand the health and safety plan and site layout, <br />including location of emergency equipment and the chemical handling area. <br />Contractor will be prepared to provide an emergency response capability to control <br />and cleanup an accident/spill that may occur by PSS participants enroute to the site <br />location. <br /> <br />30. PERMITS <br /> <br />Contractor will, at its own expense, secure and maintain any licenses and permits <br />necessary for compliance with federal, state, and local regulations, rules, or <br />ordinances including the following: <br /> <br />A. RCRA and State permits for storage, treatment, and disposal facilities; <br /> <br />B. EPA identification numbers and any permits necessary for transportation of <br />hazardous waste in North Dakota and any other states through which Waste <br />will be transported; and <br /> <br />C. Documentation showing that scales to be used to weigh Waste at PSS <br />collection sites have been tested and approved by a state weights and <br />measures agency or have the scales certified by the North Dakota Public <br />Service Commission before Waste collection begins. <br /> <br />31. COLLECTION SITE SPECIFIC LOCATIONS AND CONDITIONS <br /> <br />The collection events will be conducted in sequence at North Dakota locations as <br />specified in writing by Department. Except as otherwise determined by <br />Department, there will be sixteen collection locations. Contractor should assume <br />that there is no water, electrical power, or communications equipment at the <br />collection sites. <br /> <br />32. COLLECTION SITE PREPARATION AND RESTORATION <br /> <br />Contractor is responsible for each collection site setup and the restoration to the <br />satisfaction of Department. Contractor will coordinate setup, preparation, and <br />operation plans with Department. Before each collection event, Contractor will <br />surround each collection site Waste-handling area with a berm adequate to contain <br />any spilled Waste and place a plastic tarp over this area. Contractor is responsible <br />for placing and removing the berm material and for providing the necessary <br />equipment to do so. <br /> <br />The Contractor will evaluate the participants load condition before unloading to <br />determine the potential for spillage while unloading, and if the materials and <br />conditions warrant, the vehicle unloading area will be covered with an impermeable <br />material able to keep spilled materials from contacting the surface area. <br /> <br />14 <br />
