<br />Commission Minutes-May 1, 2006 3066 <br /> <br />Other issues that were addressed include a centralized sand bag operation center and <br />volunteer distribution placement. <br /> <br />He is requesting approval of a disaster declaration in order for the county to apply for FEMA <br />funding to help reimburse costs incurred as a result of the flood. <br />MOTION, passed <br />Mr. Vanyo moved and Mr. Wagner seconded to authorize the chairman to <br />sign Resolution #2006-8, Disaster Declaration, for the 2006 flood event. <br />On roll call vote, the motion carried unanimously. <br /> <br />WHEREAS, the County of Cass has a very high soil moisture content from <br />precipitation received during 2005 and 2006; <br /> <br />WHEREAS, severe spring flooding is significant due to overland flooding <br />accompanied by flooded rivers; and <br /> <br />WHEREAS, the impact of this overland and river flooding threatens the health, well- <br />being and public safety of citizens in Cass County; and <br /> <br />WHEREAS, necessary mitigation measures, preparedness actions and other <br />responses were implemented to protect public health and safety; and <br /> <br />WHEREAS, damages to public and private property in addition to roads, are beyond <br />normal anticipation and budgeted funds. <br /> <br />NOW THEREFORE, BE IT RESOLVED that the Board of County Commissioners <br />declares a disaster and orders the continuation of the utilization of the Cass County <br />Emergency Operations Plan, its procedures, attachments and appendices to recover <br />from the situation, develop a detailed damage assessment, reduce hardship and <br />initiate the appropriate relief actions and mitigation measures by departments and <br />agencies of local government to limit the hardships and impact of this emergency <br />upon the citizens of Cass County. <br /> <br />Dated at Fargo, North Dakota, this 1st day of May, 2006. <br /> <br />10. She said gas line repairs at the jail <br />and sewer line repairs at the annex will be done this week. <br /> <br />Mrs. Johnson said Heather Worden and Cindy Stoick attended a parliamentarian <br />procedures class last week. <br />
