<br />Commission Minutes-May 1, 2006 3067 <br /> <br />Mrs. Johnson said Wednesday, May 3rd, has been proclaimed a National Day of Prayer. <br />The county has given permission for an organization to read the bible on the courthouse <br />plaza. Today they requested to move their program inside the courthouse due to the <br />possibility of inclement weather. She asked the state's attorney for guidance on how to <br />respond to their request. Mr. Burdick discussed the first amendment right to express an <br />opinion at a public forum. He said the courthouse plaza may be considered a public forum; <br />however, some questions arise when considering use of space inside the building. He said <br />factors to be considered are office and hallway disruption. He suggested the second floor <br />rotunda may be an appropriate place as it is a large, unrestricted area. Mrs. Johnson <br />suggested the gathering be restricted to courthouse business hours from 8:00 AM to 5:00 <br />PM. Commissioners were in agreement that the gathering be allowed to take place at the <br />second floor rotunda but not allow use of a microphone, as this would be disruptive to <br />normal business activities. <br /> <br />Commissioners and staff reported on meetings they have attended in the past two weeks, <br />as well as upcoming meetings. <br /> <br />12. CORRESPONDENCE, Received and filed <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Vanyo seconded to receive and file <br />correspondence outlined by the secretary as follows: Motion carried. <br /> <br />- three letters from the North Dakota Department of Transportation regarding bridge <br />structures in Cass County; <br />- two letters from the North Dakota Department of Transportation regarding bid openings <br />to be held on May 19, 2006, in Bismarck for two road projects and one bridge project in <br />Cass County. <br /> <br />13.
