<br />Commission Minutes-May 1, 2006 3064 <br /> <br />Metro COG has been working with the Burlington Northern Sante Fe Railroad to discuss <br />rate issues. He said Fargo and Minot are on intermodallines and both cities are working on <br />a joint powers agreement and requests for proposals in order to hire a firm to coordinate <br />transportation. The goal is to increase the number of containers and if this occurs, the ship <br />yard in Dilworth may be overwhelmed and an additional intermodal site may be needed. <br />Mr. Bright wants to ensure a fair and equitable process when deciding on a location for a <br />new facility by considering comments from all local member jurisdictions. He will be <br />speaking with Clay County next week on this issue. <br /> <br />Mr. Bennett feels the board is definitely interested in helping the area economy and looks <br />forward to future updates from Mr. Bright. <br /> <br />7. CASS COUNTY JAIL, Drain line repairs <br />Mrs. Johnson said at the last commission meeting, the board authorized the county to <br />participate financially in repairing the storm sewer line at the Cass County Jail, if "Option 2" <br />was delivered by the engineers and architects at a cost not to exceed $1,500. After work <br />began at the site, it was determined that the option was not feasible because the plans <br />provided by the engineers were not accurate. <br /> <br />Rick Hoganson, Foss Architecture, and Steve Schilke, Ulteig Engineers, were present. Mr. <br />Hoganson said the repair was put on hold after it was determined that the only way to install <br />the "Y" fitting would be to rip out the existing driveway, curb, and gutter. Mr. Schilke <br />recommended the county approve "Option 1" because it provides a more direct connection <br />to the main line. <br /> <br />Mr. Pawluk asked why the project was not built according to plans and strongly suggested <br />the "as built" plans be updated to include modifications made at the site. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Wagner seconded to approve "Option 1" as <br />recommended by the engineers with the following qualifications: a) no <br />costs would be required of the taxpayer/county; b) the existing section of <br />pipe be capped to prevent cold air infiltration; c) the contractors and <br />engineers warranty the job for an additional four years, since the first <br />four years of current installation have not worked properly; and d) the <br />excavation site should be returned to its original condition including <br />clean up, lawn and sprinkler repairs, and seeding/sodding of the <br />damaged areas. Discussion: Mr. Hoganson said if the pipe is capped <br />this may decrease the water overflow. He also asked whether the portion <br />of sidewalk that was removed when locating the pipe needs to be re- <br />installed. Mrs. Johnson said Kindred Plumbing recommended the pipe <br />be capped because they feel the "Y" fitting will not work otherwise. She <br />said the sidewalk area may be repaired back to sod. Mr. Schilke said <br />capping the pipe would be acceptable as it may help prevent cold air <br />from entering and freezing. Mr. Pawluk requested that the "as built" <br />plans be revised to show the modifications. On roll call vote, the motion <br />carried unanimously. <br />
