<br />Commission Minutes-May 1, 2006 3063 <br /> <br />WHEREAS, there are numerous individuals, public and private organizations who <br />work to increase public awareness of the needs of children in and leaving foster care <br />as well as the enduring and valuable contribution of foster parents, and the foster <br />care "system" is only as good as those who choose to be part of it, <br /> <br />NOW, THEREFORE, I, Vernon Bennett, by virtue of the authority vested in me as <br />Chairman of the Board of Cass County Commissioners do hereby proclaim Mayas <br />FOSTER CARE MONTH in Cass County and urge all citizens to volunteer their <br />talents and energies on behalf of children in foster care, foster parents and the child <br />welfare professional staff working with them during this month and throughout the <br />year. <br /> <br />Dated at Fargo, North Dakota this 1st day of May, 2006. <br /> <br />c. Approve list of inspectors for 2006 elections as provided by the county auditor. <br /> <br />d. Discontinue spring load restrictions for hard surfaced county highways on May 2, <br />2006, and for gravel highways on May 8,2006. <br /> <br />e. Approve abatement application #4286 for Karen Kostecki as recommended by the <br />Reed Township Board and Director of Tax Equalization; and abatement application <br />#4284 for Thomas Mcinnes be approved for ten months valued as agricultural <br />property and for two months valued as residential property. <br /> <br />f. Approve support of the Extension Service Family Nutrition Program grant proposal <br />for continuation of the program from October 1, 2006, through September 30,2007, <br />pending acceptance by state and federal partners. <br /> <br />g. Authorize the chairman to sign a purchase order in the amount of $5,663.57 to <br />Hannaher's Inc. for an office work station at the Road Department. <br /> <br />h. Contract approval: <br />Red River Valley Fair rental agreement-Cass County Youth Commission <br />teen dance to be held May 12, 2006, in the agriculture building at the <br />fairgrounds; <br />North Dakota Energy and Environmental Research Center-membership in <br />the Red River Water Management Consortium. <br /> <br />6. METROPOLITAN COUNCIL OF GOVERNMENTS, Intermodal freiQht transportation <br />facilitv discussed <br />Mr. Vanyo serves as a representative on Metropolitan Council of Governments (Metro COG) <br />executive committee. Several meetings were held regarding intermodal freight <br />transportation and Metro COG has asked local member jurisdictions for input on a possible <br />location for another facility. This issue is important because agricultural products are <br />shipped to and from this community. <br /> <br />Bob Bright, Executive Director of Metro COG, was present. He said specialty grains are <br />distributed from truck to train and from train to boat. Intermodal freight transportation <br />involves containers that serve as a means to ship products to foreign countries. Currently, <br />there is a ship yard in Dilworth, Minnesota. However, this facility has seen a decrease in <br />volume due to increased costs to transport the containers and is no longer cost effective. <br />
