Contracts: <br />_ North Dakota Department of Transportation-traffic safety grant in the <br />amount of $8,000 to pay for overtime accrued during party patrol shifts <br />and underage liquor violations; <br />North Dakota Department of Corrections-intergovernmental service <br />agreement for boarding of parole violators in the amount of $60 per day; <br />- Tri-State Striping-pavement marking installation projects on various <br />county highways; <br />- Midwest Testing Laboratory, Inc.-jail construction site material testing in the <br />amount of $7,466. <br />g. Authorize Glenn Ellingsberg from the Sheriff's Office to proceed with the <br />electronic review, approval and transmission of application for FY2006 Bulletproof <br />Vest Partnership Program and approve future requests for payment on behalf of <br />Cass County along with all other subsequent electronic filings which may be <br />required during the grant period. <br />h. Authorize Cass County to participate financially in repairing the storm sewer line <br />at the Cass County Jail, if Option #2 is delivered by the engineers and architects <br />at a cost not to exceed $1,500. <br /> <br />6. RED RIVER VALLEY AND LAKES REGION SOLID WASTE PANEL, Approved funding <br />request to conduct study <br />Marlon Mackowick from Wenck Associates was present to discuss the funding request for <br />the Red River Valley and Lakes Region Solid Waste Panel. The purpose of the panel is to <br />research alternatives regarding the disposal of solid waste and the possibility of building an <br />incineration plant. He said the study will take about 100 days and will cost approximately <br />$45,000. The Minnesota Pollution Control Agency obtained $30,000 in state funding and <br />the panel is requesting financial assistance from local governmental entities to cover the <br />remainder of the expense. <br /> <br />Mr. Vanyo said the City of Fargo conducted a similar study a few years ago and determined <br />that incineration of solid waste was not cost effective; however, Mr. Bennett said the <br />situation has changed and Fargo has contributed $7,500 toward this study. Mr. Wagner <br />questioned the fee structure paid by other entities to cover solid waste expenses and is <br />concerned with expectations about future county participation. Mr. Wagner feels this is a <br />municipal responsibility since the county does not charge a fee to help pay for solid waste <br />disposal. Mr. Mackowick said the county is under no obligation beyond the study cost. <br />MOTION, passed <br />Mr. Vanyo moved and Mrs. Sorum seconded to approve a contribution in <br />the amount of $1,500 for a study agreement in the newly formed Red <br />River Valley and Lakes Region Solid Waste Panel with funds to come <br />from the county contingency fund. On roll call vote, the motion carried <br />unanimously. <br /> <br />Mrs. Johnson asked how the county would be billed for their portion of the cost. Mr. <br />Mackowick will contact Clay County and request that they send an invoice to Cass County. <br />
