<br />Commission Minutes-April 17, 2006 3060 <br /> <br />7. ROAD DEPARTMENT, Approved Kindred truck route funding and contract <br />Rich Sieg, Highway Superintendent, was present to discuss a contract with Border States <br />Paving for construction of a truck route in the City of Kindred. The commission approved a <br />construction and maintenance agreement between the county and city on October 3, 2005. <br />Bids for the project were opened last month and Border States Paving of Fargo was the low <br />bidder at $874,281.26. He said the county agreed to commit $220,000 toward the project, <br />with $200,000 to be reimbursed from the North Dakota Department of Transportation. <br /> <br />Mr. Sieg and Mr. Montplaisir discussed a payment schedule on how to release the funds to <br />Kindred. Both agreed that since the county is paying 25% of the total project cost, the <br />county reimburse 25% of each payment made by the city. <br /> <br />Mr. Pawluk said he thought the construction and maintenance agreement included an <br />indemnification clause. John Wosick from Moore Engineering was present and said it does <br />cover indemnification of the county and that the county is listed as the contracting agency <br />while the City of Kindred is responsible for maintenance of the road. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Vanyo seconded to authorize the chairman to <br />sign the contract with Border States Paving Inc., subject to state's <br />attorney approval, and to approve a payment schedule to the City of <br />Kindred for the county's portion of the project cost as outlined above. <br />On roll call vote, the motion carried unanimously. <br /> <br />8. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Sorum seconded to approve Voucher No. <br />206,313 through Voucher No. 206,709. On roll call vote, the motion <br />carried unanimously. <br /> <br />9. MEETING UPDATES; FLOOD EFFORT THANKS; COMPREHENSIVE SALARY STUDY; <br />BLUE CROSS BLUE SHIELD LONG-TERM CARE INSURANCE; STORM SEWER PIPE <br />UPDATE, Committee reports <br />Commissioners and staff reported on meetings they have attended in the past two weeks, <br />as well as upcoming meetings. <br /> <br />Commissioners thanked the staff from the Highway Department and Emergency <br />Management for their efforts during the flood event. <br /> <br />Mrs. Johnson said the county conducts a comprehensive salary survey every three years. <br />The county has received a proposal from Fox Lawson to conduct the survey this year. She <br />said $20,000 has been budgeted for the study; however, the county may save $1,500 in <br />travel expenses if the next Personnel Overview Committee meeting is held with Dr. Fox via <br />telephone rather than flying him to Fargo. There was a consensus of the board to have Dr. <br />Fox at the meeting via conference call. <br /> <br />Mrs. Johnson has been contacted by Blue Cross Blue Shield regarding voluntary long-term <br />care insurance as an additional benefit for county employees. The board agreed to include <br />this as an agenda item at the next Personnel Overview Committee meeting. <br />
