<br />Commission Minutes-March 20, 2006 3046 <br /> <br />All County Highways to be posted in accordance with the Cass County 2006 Spring <br />Load Restriction Map dated March 8, 2006. Spring load restrictions will be effective <br />at 12:01 AM on March 21, 2006. <br /> <br />b. Designate the polling locations, according to list provided by the county <br />auditor, for the 2006 Primary and General Elections and to set the polling <br />hours from 7:00 AM to 8:00 PM. <br />c. Receive monthly financial statement from the Auditor's Office for the month <br />ended February 28, 2006. <br />d. Authorize chairman to sign proxy vote for the North Dakota Insurance Reserve <br />Fund annual meeting to be held May 18, 2006, at the Ramkota Inn, Bismarck, <br />North Dakota. . <br />e. Contracts: <br />Roadway Services-crack, clean and seal projects on various county <br />highways in the amount of $103,890.80; <br />Morris Sealcoat & Trucking-seal coat projects on various county highways in <br />the amount of $358,114.54; <br />Nextel Communications-mobile phone and service for the vector control <br />program and purchase order for twenty-eight phones and one month of <br />service in the amount of $2,081.71. <br /> <br />6. JAIL INTERVENTION COORDINATING COMMITTEE, Update <br />Glenn Ellingsberg, Jail Administrator, was present and provided an update on progress <br />made by the Jail Intervention Coordinating Committee. He serves on the committee, which <br />was created over a year ago to look at alternatives to reduce the number of individuals with <br />mental health issues that are currently housed in the jail. One of the goals is to attempt to <br />divert individuals from incarceration through different alternatives, such as treatment <br />centers, supervised probation or unsupervised probation. Mr. Ellingsberg said the group is <br />studying long-term solutions to prevent the need for future additions to the jail. <br /> <br />Mr. Ellingsberg said a pilot project has been developed and the cost of the project is <br />estimated at $370,000. The committee is considering funding options, including a federal <br />grant that will be awarded to 26 pilot projects throughout the country. He said they are also <br />looking for assistance from the state legislature. The Department of Justice will oversee <br />the grant process and applications will be available within the next 30 days. Mr. Vanyo <br />questioned whether the county would be notified about federal grant funding before the <br />budget process begins this summer. Mr. Ellingsberg anticipates a response from the <br />Department of Justice by May, 2006. <br /> <br />Mr. Wagner recently attended a legislative conference through the National Association of <br />Counties (NACo) in Washington, D.C. He said NACo also provides grants and this issue is <br />also being studied on a national level. <br /> <br />7. RESOLUTION #2006-4, 911 fee extended <br />Michael Montplaisir, County Auditor, said the 911 fee on land lines and wireless service <br />expires on December 1, 2006. He said in 1988 county residents living outside of Fargo and <br />West Fargo voted for a 50 cent fee for a six-year period. <br />
