<br />Commission Minutes--December 20, 1999 2075 <br /> <br />considered for the extension of Ninth Street, which is the north/south mile line road one mile <br />west of 45th Street and one mile east of Cass County Highway 17. Mr. Berndt said the future <br />significance of this street will be similar to Fargo's 45th Street. <br /> <br />The City of West Fargo, along with the Fargo-Moorhead Metropolitan Council of Governments, <br />has asked for Cass County's concurrence with the study conclusions. Mr. Berndt provided <br />information in writing on this subject for the board's review. He recommends accepting the <br />study recommendations with a comment that Cass County encourages the City of West Fargo <br />to consider increasing the right of way standard to 200' to better allow for boulevard green <br />space, bikeways, future widening and to reduce utility conflicts. <br /> <br />Mrs. Schneider suggested adding a recommendation that the City of West Fargo consider a full- <br />diamond interchange connecting Ninth Street to both east and west Interstate 94, rather than <br />a half-diamond interchange. Other board members were in agreement. <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Schneider seconded to accept the study <br />recommendations on the Ninth Street corridor study with the <br />comment that Cass County encourages the City of West Fargo to <br />consider increasing the right-of-way standard to 200 feet and to <br />consider a full-diamond interchange connecting Ninth Street to both <br />east and west Interstate 94. The additional right of way will better <br />allow for boulevard green space, bikeways, future widening and will <br />reduce utility conflicts. On roll call vote, motion carried unanimously. <br /> <br />19. REGIONAL CHILD SUPPORT, Budget adiustment allowed <br />Commissioners received a letter from Kathleen Ziegelmann, Southeast Regional Child Support <br />Enforcement Director, dated December 17, 1999, outlining some facts relating to the lease of <br />a photocopier. She said several terms of the lease are problematic, and she plans to void the <br />lease agreement and is requesting budget authority to purchase a new copier. She stated that <br />Mike Montplaisir, County Auditor, was very helpful in explaining the disadvantages of leasing <br />a photocopy machine, and she learned some things last week about the refurbished copier <br />which her office had been using on a trial basis until she signed the lease agreement. <br /> <br />Mr. Montplaisir said leasing a photocopy machine is generally not a good idea because of high <br />interest rates. Mrs. Ziegelmann does not believe she will have any difficulty canceling the lease. <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Schneider seconded that the Regional <br />Child Support Enforcement Unit's 2000 budget be adjusted by adding <br />$12,000 to the copier account #1 01-31 06-419-43-01 to cover the costs <br />of the purchase of a new photocopier. On roll call vote, motion <br />carried unanimously. <br /> <br />20. VOUCHERS, Aporoved <br />MOTION, passed <br />Mr. Wieland moved and Mr. Koenig seconded to approve Voucher No. <br />135,004 through No. 135,618. On roll call vote, the motion carried <br />unanimously. <br />
