Commission Minutes--December 20, 1999 2075 considered for the extension of Ninth Street, which is the north/south mile line road one mile west of 45th Street and one mile east of Cass County Highway 17. Mr. Berndt said the future significance of this street will be similar to Fargo's 45th Street. The City of West Fargo, along with the Fargo-Moorhead Metropolitan Council of Governments, has asked for Cass County's concurrence with the study conclusions. Mr. Berndt provided information in writing on this subject for the board's review. He recommends accepting the study recommendations with a comment that Cass County encourages the City of West Fargo to consider increasing the right of way standard to 200' to better allow for boulevard green space, bikeways, future widening and to reduce utility conflicts. Mrs. Schneider suggested adding a recommendation that the City of West Fargo consider a full- diamond interchange connecting Ninth Street to both east and west Interstate 94, rather than a half-diamond interchange. Other board members were in agreement. MOTION, passed Mr. Meyer moved and Mrs. Schneider seconded to accept the study recommendations on the Ninth Street corridor study with the comment that Cass County encourages the City of West Fargo to consider increasing the right-of-way standard to 200 feet and to consider a full-diamond interchange connecting Ninth Street to both east and west Interstate 94. REGIONAL CHILD SUPPORT, Budget adiustment allowed Commissioners received a letter from Kathleen Ziegelmann, Southeast Regional Child Support Enforcement Director, dated December 17, 1999, outlining some facts relating to the lease of a photocopier. She said several terms of the lease are problematic, and she plans to void the lease agreement and is requesting budget authority to purchase a new copier. She stated that Mike Montplaisir, County Auditor, was very helpful in explaining the disadvantages of leasing a photocopy machine, and she learned some things last week about the refurbished copier which her office had been using on a trial basis until she signed the lease agreement. Mr. Montplaisir said leasing a photocopy machine is generally not a good idea because of high interest rates. Mrs. Ziegelmann does not believe she will have any difficulty canceling the lease. MOTION, passed Mr. Wieland moved and Mrs. Schneider seconded that the Regional Child Support Enforcement Unit's 2000 budget be adjusted by adding $12,000 to the copier account #1 01-31 06-419-43-01 to cover the costs of the purchase of a new photocopier. On roll call vote, motion carried unanimously. 20. VOUCHERS, Aporoved MOTION, passed Mr. Wieland moved and Mr. Koenig seconded to approve Voucher No. 135,004 through No. 135,618. On roll call vote, the motion carried unanimously.
