<br />Commission Minutes--December 20, 1999 2074 <br /> <br />Joanne Ottmar: Social Service contracts with North Dakota Deoartment of Human <br />Services and Fargo Cass Public Health <br />MOTION, passed <br />Mr. Wieland moved and Mr. Meyer seconded to approve the following <br />contracts as submitted by respective department head and portfolio <br />commissioner, subject to state's attorney approval; and authorize the <br />chairperson to sign: On roll call vote, motion carried unanimously. <br /> <br />Quanbeck Planning and Research--County Planning Agreement <br />Fargo Cass Public Health--public health and jail nursing services <br />Richland-Wahpeton Law Enforcement Center--board of prisoners <br />Steve Mottinger; Mark Beauchene; Joanne Ottmar--public defenders <br />Approved by Social Services Board: <br />North Dakota Department of Human Services--foster care recruitment grant <br />Fargo Cass Public Health--in-home care <br /> <br />15. RESOLUTION #1999-19, MeritCare Hospital MIDA Bonds/oublic hearing held <br />A public hearing was advertised for this date and time relating to a $2,050,000 Medical Clinic <br />Revenue Note (MeritCare Hospital). Roger Lee, MeritCare Hospital, was present, along with <br />David Baker, Norwest Bank. Mrs. Quick opened the public hearing and invited comments. <br />Hearing none, she asked for a motion to close the public hearing. <br />MOTION, passed <br />Mr. Koenig moved and Mr. Wieland seconded to close the public <br />hearing. On roll call vote, motion carried unanimously. <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mr. Koenig seconded to adopt Resolution <br />#1999-19 Relating to a $2,050,000 Medical Clinic Revenue Note <br />(MeritCare Hospital); Authorizing Issuance Thereof Pursuant to the <br />Municipal Industrial Development Act of 1955, North Dakota Century <br />Code, Chapter 40-57. On roll call vote, motion carried unanimously. <br /> <br />16. YEAR 2000, Disaster Emergency Services Director updates board <br />Glenn Ellingsberg, Cass County Disaster Emergency Services Director, reported thatthe county <br />committee working on Y2K compliance has been meeting diligently, and he is confident all <br />planning and contingencies have been met. He provided copies of a booklet entitled, "Y2K and <br />You" and said additional copies are available through his department. <br /> <br />17. HIGHWAY DEPARTMENT, Evergreen Subdivision paving discussion <br />Keith Berndt, County Engineer, received a request from residents of Evergreen Subdivision <br />near Kindred for engineering assistance from the County Highway Department in connection <br />with a small paving project. Mr. Berndt recommended deferring action until a determination is <br />made on whether the road is a public or private road. Michael Montplaisir, County Auditor, <br />discussed county policy on special assessment districts in the Commission Policy Manual. <br /> <br />18. HIGHWAY DEPARTMENT, West Fargo's Ninth Street Corridor Study accepted <br />Mr. Berndt provided information on the City of West Fargo's Ninth Street corridor study in <br />conjunction with their comprehensive plan update.
