<br />Commission Minutes--November 1, 1999 2057 <br /> <br />Mr. Berndt said the historic documentation of this bridge is necessary in order for the county to <br />receive federal aid for this project. <br /> <br />Commissioners questioned spending almost $6,000 for the historical assessment of a bridge <br />that is only about 50 years old and doesn't appear to be historical in nature. It is not a covered <br />bridge, Mr. Wieland said. <br /> <br />Birch Burdick, State's Attorney, said he spoke with Mr. Berndt and also Mr. Koenig, who is the <br />Road Department portfolio commissioner, concerning the provisions for documenting the history <br />of this bridge in order to receive federal funding for its replacement. He suggested to Mr. Berndt <br />that a local college student be approached about completing the historical assessment, which <br />may be cheaper than hiring a contractor. However, it is Mr. Berndt's understanding that specific <br />qualifications are needed for the person conducting the survey, according to the National <br />Historic Preservation Act. <br /> <br />Mr. Koenig expressed frustration over this federal requirement and said even though the county <br />will be receiving federal funds to replace the bridge, this is still money paid by taxpayers. He <br />suggested that state and federal government officials be informed of the Board's opinion on this <br />requirement for obtaining federal funds. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Koenig seconded to authorize the chairto <br />sign the Memorandum of Agreement between the Federal Highway <br />Administration, the North Dakota State Historical Preservation Officer, <br />and Cass County regarding Cass County's Project BRC-0957(54) <br />replacement of Bridge No. 09-143-34.2. On roll call vote, motion <br />carried unanimously. <br /> <br />MOTION, passed <br />Mr. Koenig moved and Mrs. Schneider seconded to authorize the chair <br />to sign contract with Cultural Resource Historians in the amount of <br />$5,900 to conduct the field survey, large format photography, and <br />archival research for bridge replacement Project BRC-0957. On roll <br />call vote, motion carried unanimously. <br /> <br />10. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Koenig moved and Mrs. Schneider seconded to approve Voucher <br />No. 133,542 through No. 134,016. On roll call vote, motion carried <br />unanimously. <br /> <br />11. MEETING UPDATES; FINAL BUDGET BOOKS; JAIL DESIGN PROGRESS; FLOOD <br />MASTER PLAN COMMITTEE MEETING, Committee reports <br />Commissioners reported on meetings they have attended in the past two weeks, as well as <br />upcoming meetings. <br /> <br />Michael Montplaisir, County Auditor, said the 2000 final budget books are in the process of <br />being printed and should be available sometime next week. <br />
