<br />Commission Minutes--October 18, 1999 2053 <br /> <br />Mr. Rowenhorst first talked about his credentials and his experience with the planning, or <br />transition, process for the opening of a new jail facility. The Cass County transition team met <br />with him on three separate occasions with a wrap-up of the planning process in early August. <br />He outlined the steps involved in the transition process and said it ensures there is sufficiently <br />trained staff to begin operating the new facility and that the facility, equipment and supplies are <br />ready for operation. He estimated it will take 12-18 months to complete the major work tasks <br />that he outlined. <br /> <br />Mr. Rowenhorst provided copies for each Commissioner of a Cass County Jail Transition Plan <br />review draft and highlighted some areas in the report. He said the plan needs a critical review <br />by the Commission, the Sheriff and the transition team. <br />MOTION, passed <br />Mr. Meyer moved and Mr. Wieland seconded to receive the draft <br />transition plan presented by Foss/Kimme Associates and forward the <br />proposal to the seven-member transition team and a subcommittee <br />designated by the Commission Chair as follows: <br />Donna Schneider, Portfolio Commissioner <br />Alon Wieland, Jail Building Committee Liaison <br />Don Rudnick, Sheriff <br />The transition team and the subcommittee would meet for review and <br />possible revisions, after which time the plan would be adopted at a <br />subsequent meeting by the full Board. On roll call vote, the motion <br />carried unanimously. Mrs. Quick suggested that Commissioner John <br />Meyer serve as the alternate member of the subcommittee for <br />Commissioner Schneider or Commissioner Wieland, ifthey are unable <br />to attend a meeting. <br /> <br />15. ROAD DEPARTMENT, County Highway 17 bikeway funds requested <br />Keith Berndt, County Engineer, requested the Board's approval to submit an application for <br />funds to construct a bike path four miles in length adjacent to Cass County Highway 17 from <br />County Highway 8 south to Horace. He has the support of a local citizens group who has been <br />getting pledges to help pay the local share of the project. The State of North Dakota anticipates <br />receiving $400,000 in federal transportation enhancement funds, and Mr. Berndt recommends <br />applying for $200,000 for this project, which will cost approximately $525,000. Mr. Wieland <br />hopes the bikeway could be extended north, into West Fargo, sometime in the future. <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Schneider seconded to authorize the <br />chairperson to sign application for transportation enhancement funds <br />to construct a bikeway adjacent to Cass County Highway 17 south of <br />West Fargo from County Highway 8 (40th Avenue) to Horace, ND. On <br />roll call vote, motion carried unanimously. <br /> <br />16. VOUCHERS, Approved <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Wieland seconded to approve Voucher <br />No. 132,641 through No. 133,541. On roll call vote, motion carried <br />unanimously. <br />
