Commission Minutes--October 18, 1999 2052 contribute a minimum of $5.00 per month to United Way of Cass-Clay. This "Casual Day" is authorized providing it does not interfere with the employee's job duties and department heads shall determine what is acceptable casual attire within their department. The last Friday of each month is designated as "casual day" for all county employees. On roll call vote, motion carried unanimously. 11. ROAD DEPARTMENT, Approve purchase order for Sanitation Products. Inc. MOTION, passed Mr. Meyer moved and Mrs. Schneider seconded to approve and authorize the chairperson to sign a purchase order for two material spreaders installed from Sanitation Products, Inc. of Fargo, North Dakota. On roll call vote, motion carried unanimously. 12. CONTRACT APPROVAL, Blue Cross Blue Shield: Lease with Calvin Fercho: North Dakota Division of Emergency Management MOTION, passed Mr. Meyer moved and Mrs. Schneider seconded to approve the following contracts submitted by respective department head and portfolio commissioner, subject to state's attorney approval; and authorize the chairperson to sign: Blue Cross Blue Shield of North Dakota--employee health insurance coverage; lease of two flood buy-out properties to Calvin Fercho; North Dakota Division of Emergency Management--2000 cooperative agreement. 13. TAX-FORFEITED PROPERTY, Appraisal/hearing date Michael Montplaisir, County Auditor, provided a list of real estate forfeited to Cass County for delinquent taxes, pursuant to North Dakota Century Code Chapter 57-28. Frank Klein, County Director of Tax Equalization, provided alternative values on some of the properties according to a letter from the County Auditor dated October 18, 1999. MOTION, passed Mr. Wieland moved and Mr. Koenig seconded to set the value of the tax forfeiture properties as outlined in the list provided by the County Auditor's Office, taking into account the adjustments recommended by the Director of Tax Equalization; and to set the hearing date on the value of property as November 1, 1999, at 3:30 PM in the Commission Room, Cass County Courthouse. On roll call vote, motion carried unanimously. 14. JAIL TRANSITION PLAN, Presentation by FosslKimme & Associates Bonnie Johnson, County Coordinator/Jail Project Coordinator, provided background information on the work of the jail transition team, which began meeting last July with the county's consultant Jim Rowenhorst of Kimme & Associates. Also present today were Rick Hoganson, of Foss Associates, and six of the seven members of the transition team. Those present were Walt Willis, Carlos Perez, Michele Boucher, Linda Skogen, Michael Montplaisir and Bonnie Johnson.
