<br />Commission Minutes--October 18, 1999 2052 <br /> <br />contribute a minimum of $5.00 per month to United Way of Cass-Clay. <br />This "Casual Day" is authorized providing it does not interfere with <br />the employee's job duties and department heads shall determine what <br />is acceptable casual attire within their department. The last Friday of <br />each month is designated as "casual day" for all county employees. <br />On roll call vote, motion carried unanimously. <br /> <br />11. ROAD DEPARTMENT, Approve purchase order for Sanitation Products. Inc. <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Schneider seconded to approve and <br />authorize the chairperson to sign a purchase order for two material <br />spreaders installed from Sanitation Products, Inc. of Fargo, North <br />Dakota. On roll call vote, motion carried unanimously. <br /> <br />12. CONTRACT APPROVAL, Blue Cross Blue Shield: Lease with Calvin Fercho: North Dakota <br />Division of Emergency Management <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Schneider seconded to approve the <br />following contracts submitted by respective department head and <br />portfolio commissioner, subject to state's attorney approval; and <br />authorize the chairperson to sign: <br /> <br />Blue Cross Blue Shield of North Dakota--employee health insurance coverage; <br />lease of two flood buy-out properties to Calvin Fercho; <br />North Dakota Division of Emergency Management--2000 cooperative agreement. <br /> <br />13. TAX-FORFEITED PROPERTY, Appraisal/hearing date <br />Michael Montplaisir, County Auditor, provided a list of real estate forfeited to Cass County for <br />delinquent taxes, pursuant to North Dakota Century Code Chapter 57-28. Frank Klein, County <br />Director of Tax Equalization, provided alternative values on some of the properties according <br />to a letter from the County Auditor dated October 18, 1999. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Koenig seconded to set the value of the <br />tax forfeiture properties as outlined in the list provided by the County <br />Auditor's Office, taking into account the adjustments recommended <br />by the Director of Tax Equalization; and to set the hearing date on the <br />value of property as November 1, 1999, at 3:30 PM in the Commission <br />Room, Cass County Courthouse. On roll call vote, motion carried <br />unanimously. <br /> <br />14. JAIL TRANSITION PLAN, Presentation by FosslKimme & Associates <br />Bonnie Johnson, County Coordinator/Jail Project Coordinator, provided background information <br />on the work of the jail transition team, which began meeting last July with the county's <br />consultant Jim Rowenhorst of Kimme & Associates. Also present today were Rick Hoganson, <br />of Foss Associates, and six of the seven members of the transition team. Those present were <br />Walt Willis, Carlos Perez, Michele Boucher, Linda Skogen, Michael Montplaisir and Bonnie <br />Johnson. <br />
