<br />Commission Minutes--September 7, 1999 2039 <br /> <br />the City of Fargo to dump snow during the winter, the City Commission is considering paying <br />one-half of the purchase price at their meeting being held later today. The County could also <br />use the property as a dump site for snow cleaned from county parking lots. <br />MOTION, passed <br />Mr. Meyer moved and Mr. Wieland seconded to accept the offer of <br />$70,000 for the purchase of 3.02 acres of land, known as Lot 1, Block <br />6, and Lot N, Burlington Northern 1-29 South Industrial Center Addition <br />to the City of Fargo with the funding to come from the construction <br />fund for the new correctional facility, as requested in a letter from <br />County Auditor Michael Montplaisir dated September 1, 1999. <br />Discussion: Mr. Koenig asked if the City of Fargo is likely to share in <br />the cost of purchasing this tract and Bonnie Johnson, County <br />Coordinator, said City of Fargo officials are very interested in working <br />together on the purchase but she could not predict the outcome of <br />the vote. Mr. Wieland believes it is in the county's best interests to <br />own the land for security reasons, rather than a private individual <br />acquiring it, now that the owner wants to market it. Mr. Montplaisir <br />said it is likely the county would be assessed for street improvements <br />if someone other than Cass County purchased this adjoining <br />property, and special assessments could cost more than the County's <br />share of the purchase price. He said the county paid 78 cents per foot <br />for the original tract for the new correctional facility, and the cost of <br />the 3.02 acre tract is about 53 cents per foot. Other property on that <br />block is selling for $1.60 per foot. At the call for the question, and <br />upon roll call vote, motion carried unanimously. <br /> <br />17. EMPLOYEE BENEFIT, Deferred compensation portability enhancement <br />Mike Montplaisir and Bonnie Johnson explained the Portability Enhancement Provision (PEP) <br />Agreement for Participating Employers Offering a Supplemental Deferred Compensation <br />Program. This proposed change in retirement benefits will entitle all public employees to <br />receive the employer contribution upon termination of employment, provided they also <br />contribute to a deferred compensation program, and at no cost to the county. Mrs. Johnson said <br />someone from the North Dakota Public Employees Retirement System (NDPERS) will be asked <br />to hold informational meetings with Cass County employees before this is implemented. <br />MOTION, passed <br />Mrs. Schneider moved and Mr. Koenig seconded to authorize the Cass <br />County Commission Chair to sign the Portability Enhancement <br />Provision (PEP) Agreement for Participating Employers Offering a <br />Supplemental Deferred Compensation Program on behalf of Cass <br />County government. On roll call vote, motion carried unanimously. <br /> <br />18.
