<br />Commission Minutes--August 16, 1999 2024 <br /> <br />to be held October 3-5, 1999, at the International Inn, Minot, ND; and <br />to appoint Charlotte Sandvik as Cass County's delegate to the <br />convention, with her expenses being paid from the County <br />Commission travel budget. On roll call vote, motion carried <br />unanimously. <br /> <br />8. WEED CUTTING, Publication of notice <br />MOTION, passed <br />Mr. Wieland moved and Mr. Meyer seconded to authorize publication <br />of the notice for weed cutting, according to the North Dakota Century <br />Code. On roll call vote, motion carried unanimously. <br /> <br />9. CONTRACT APPROVAL, Department of Human Services <br />MOTION, passed <br />Mr. Wieland moved and Mr. Meyer seconded to approve the following <br />contracts submitted by respective department head and portfolio <br />commissioner, subject to state's attorney approval; and authorize the <br />chairperson to sign: North Dakota Department of Human Services <br />for Respite Care and Family Preservation Services (Family Focused, <br />Parent Aid, and Prime-Time Child Care Services). On roll call vote, <br />motion carried unanimously. <br /> <br />10. BUDGET, Goal established for 2000 budaet <br />Mrs. Quick asked if the Board favors setting a budget goal of maintaining the current mill levy. <br />She said Commissioner Schneider, who is out of town part of this week, indicated to her that <br />she favors the same mill levy for the 2000 budget as for 1999. The county levied 69.26 mills <br />this year, and Mrs. Quick would like to maintain that or reduce it, if possible. Mr. Wieland said <br />adopting a goal means the Board will make every attempt to maintain the current levy, or lower. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Koenig seconded to maintain the budget <br />at the current mill levy or lower. On roll call vote, motion carried <br />unanimously. <br /> <br />11. ANHYDROUS AMMONIA LICENSE, Permit application of Robert G. Thompson approved <br />Glenn Ellingsberg, Cass County Disaster Emergency Manager, reported that he reviewed the <br />application for anhydrous ammonia license submitted by Robert G. Thompson, Page, ND. He <br />contacted Garry Wagner, State Department of Agriculture, and it appears Mr. Thompson has <br />provided them the necessary information for the State to issue a license. The tank has been <br />inspected by a State Boiler Inspector. <br /> <br />Joel Quanbeck, County Planner, was informed of this application and was asked to notify <br />Commissioners before today's meeting if he had any concerns. Mr. Ellingsberg said Mr. <br />Thompson also needs to file a report with the State Division of Emergency Management under <br />the Community Right-to-Know Act, and the State will provide that form to Mr. Thompson. <br /> <br />Mr. Wieland asked if the county is assuming any liability by approving this license, however, <br />Birch Burdick, State's Attorney, said he reviewed the statutes regarding anhydrous ammonia <br />and found nothing in those sections which implies liability. <br />
