Commission Minutes--August 2, 1999 2010 RESOLUTION #1999-12 WHEREAS, Kathy Hogan has worked as the Cass County Social Service Director for the past nine years and has dedicated her public service life to the pursuit of effective and efficient government; and WHEREAS, Kathy Hogan has demonstrated quality leadership in that capacity by implementing the delivery of innovative programs; and WHEREAS, Kathy Hogan has been active in the North Dakota Association of Counties legislative committee and serving on numerous State committees; and WHEREAS, Kathy Hogan has held numerous leadership positions. THEREFORE, BE IT RESOLVED that we, the Board of Commissioners of Cass County, North Dakota, hereby nominate Kathy Hogan for Appointed Official of the Year in 1999. INFORMATION SERVICES DIRECTOR, Robert Holmbeck hired effective August 16 MOTION, passed Mr. Meyer moved and Mr. Wieland seconded to authorize hiring Robert Holmbeck, Fargo, as Cass County Information Services Director, effective August 16, 1999, in pay grade D61, Step 6, at an annual salary of $45,988.80. On roll call vote, motion carried unanimously. 8. CONTRACT APPROVAL, City of Casselton police service MOTION, passed Mr. Meyer moved and Mr. Wieland seconded to approve the following contract submitted by respective department head and portfolio commissioner, subject to state's attorney approval; and authorize the chairperson to sign: City of Casselton police service contract. On roll call vote, motion carried unanimously. 9. RESOLUTION #1999-13, Condolences to Social Service employee MOTION, passed Mr. Meyer moved and Mr. Wieland seconded to approve the following resolution of condolences to Ruth Swain, Social Service employee. On roll call vote, motion carried unanimously. RESOLUTION #1999-13 WHEREAS, the Board of Cass County Commissioners and the Social Service Board of Cass County have learned of the tragic death of Ruth Swain's daughter, Heather Susan Swain of Orlando, FL, in a traffic accident on July 23, 1999; and WHEREAS, Ruth Swain is an employee of Cass County Social Services.
